City of Anaheim
FINANCE DEPARTMENT
DATE: JUNE 23, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE THE PURCHASE AND INSTALLATION OF
REPLACEMENT STEP CHAINS FOR ESCALATORS 7 AND 8 AT
THE ANAHEIM CONVENTION CENTER WITH FUJITEC
AMERICA, INC.
ATTACHMENT (Y/N): YES ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Approve Purchase Order No. 515-408647 with Fujitec America, Inc. in a not-to- exceed amount of $225,145.27 plus a 15% contingency, for the purchase and installation of replacement step chains for Escalators 7 and 8 at the Anaheim Convention Center; and
2. Authorize the Purchasing Agent, or their designee to execute all necessary contractual documents related to the agreement in accordance with Axia Cooperative Contract No. 37457.
DISCUSSION:
The Anaheim Convention Center (ACC) hosts well over 100 events annually, including several major events, such as the D23 Fan Expo, VidCon, and Natural Products, which attract thousands of attendees and require escalators to operate at peak performance to ensure safe and efficient attendee movement. Due to years of active use, the step chains for Escalators 7 and 8 are starting to deteriorate to the point that they will become no longer safe and reliable and there is a need for them to be replaced before that occurs.
Fujitec America, Inc., who performs preventative and routine maintenance for the escalators and elevators at the ACC, has provided a quote for the purchase of new step chains, removal of existing step chains, installation of the new step chains, and the removal and reinstallation of escalator steps that are required for access.
A cooperative contract will be utilized for this procurement as authorized by Council Policy 4.0 (Purchasing Procedures). Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies. Axia Cooperative, a national public sector cooperative purchasing organization, makes its contracts available to other public agencies for use. The City will utilize Axia Cooperative Contract No. 37457, Fujitec America, Inc., which was competitively solicited and awarded through a lead Approve the Purchase and Installation of Step Chains for Escalators 7 & 8 at the Anaheim Convention Center June 23, 2026
public agency procurement process. Use of this cooperative agreement reduces staff time, accelerates implementation, and enables the City to take advantage of pre‑established rates while maintaining compliance with applicable procurement requirements.
In addition, a 15% contingency is requested to address any unforeseen conditions or expenses that may arise during the term of the agreement.
Approval of this agreement will authorize Fujitec America, Inc. to replace the deteriorating step chains on Escalators 7 and 8 and complete all necessary removal and installation work to maintain safe and reliable operations at the ACC.
IMPACT ON BUDGET:
Sufficient funds are available in the Convention, Sports and Entertainment Department’s Fiscal Year 2025/26 budget.
Respectfully submitted, Concurred by,
