CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JUNE 23, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZE AN INCREASE TO MASTER AGREEMENT WITH

OCR AVIATION FOR AIRPLANE ENGINE AND AIRFRAME

PARTS, COMPONENTS AND LABOR
ATTACHMENT (Y/N): NO ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, waive the sealed bid requirement of Council Policy

4.0 and approve an increase to the current master agreement with OCR Aviation, in the amount of $30,000 for as needed airplane engine and airframe parts, components and labor for the Police Air Support Division, thereby increasing the agreement from $50,000 to $80,000.

DISCUSSION:

In 2025, the City issued a Master Agreement for airplane engine and airframe parts, components and labor with OCR Aviation for the provision of aircraft engine and airframe parts, components, maintenance, repair services, and related labor. This agreement supports the City's aircraft operations by providing routine maintenance and repairs necessary to ensure the safety, reliability, and continued operation of the aircraft.

The original agreement was established with a not-to-exceed (NTE) amount of $50,000 and expires on July 31, 2026. Expenditures to date have reduced the remaining balance to $18,508.29. Staff has identified the need to replace a critical aircraft component to maintain the aircraft's airworthiness and operational readiness. OCR Aviation has provided a quotation of $34,460.78 for the required part and associated services.

The remaining agreement balance of $18,508.29 is not sufficient to cover the quoted cost, resulting in a funding shortfall of $15,952.49. To address this immediate need and provide flexibility for any unforeseen maintenance needs that may arise for the remainder of the agreement term, staff recommends increasing the agreement’s value by $30,000, bringing the total NTE to $80,000.

This amendment is requested on a sole-source basis, as OCR Aviation is the only local vendor with the required aviation maintenance licensing, specialized expertise, and knowledge to perform these services. Maintaining the agreement with OCR Aviation ensures timely access to specialized aircraft parts, maintenance, and repair services necessary to keep the City's aircraft safe, reliable, and operational.
