City of Anaheim

FINANCE DEPARTMENT
DATE: JUNE 23, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: ACCEPTANCE OF BID FROM LC ACTION POLICE SUPPLIES

FOR RIFLES AND ASSOCIATED PARTS
ATTACHMENT (Y/N): NO ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, accept the bid from LC Action Police Supplies, in the amount of $220,700, plus applicable tax and authorize the Purchasing Agent to issue Purchase Order No. 309-408629 for the purchase of rifles and associated parts, for the Anaheim Police Department, all in accordance with Invitation for Bid No. 9896.

DISCUSSION:

Purchasing solicited bids through the City’s bid portal. Electronic bids were received by 2:00 p.m. on Thursday, June 5, 2026, from the following vendors:

Bidder Total Bid
Proforce Marketing, Inc. – Prescott, AZ $181,924.65 * Clyde Armory Inc. – Athens, GA $194,104.10 *
LC Action Police Supplies – San Jose, CA $227,560.00 * Submitted partial bids only.

Purchasing solicited bids through the City’s bid portal. Electronic bids were received from three vendors. Proforce Marketing, Inc. and Clyde Armory Inc. submitted partial bids and did not provide pricing for all 13 line items.

In accordance with the terms of the solicitation, which reserved the City’s right to make multiple awards, Purchasing evaluated the bids on an item-by-item basis. Proforce Marketing, Inc. was the lowest responsive and responsible bidder on three line items and is recommended for award of those items. LC Action Police Supplies was the lowest responsive and responsible bidder on the remaining ten line items and is recommended for award of those items.

The bid was based on purchasing a specific quantity of rifles and accessories. The rifle model included in this bid is from a specific manufacturer and is only available to law enforcement.

The Anaheim Police Department’s Special Weapons and Tactics (SWAT) Team handles the city’s most dangerous situations, including armed standoffs, hostage emergencies, serving high- risk warrants, and responding to active shooter incidents. To perform safely and effectively, SWAT officers require specialized equipment that is more advanced, durable, and reliable than standard patrol gear.

The SWAT team currently uses rifles purchased in 2012. These rifles, made by Leitner-Wise Rifle Company (LWRC), have been heavily used for both training and operations. Over time, their performance has declined: the rifles rely on specialized parts that are difficult to obtain, causing delays when repairs are needed and making it harder to keep them in service. The rifles are now approaching the end of their recommended service life and require significant repairs to remain operational and safe for use.

Operational concerns include accelerated wear and tear due to the rifles’ short-barrel design, which causes faster breakdown of barrels and internal parts. This results in loss of accuracy, more frequent malfunctions, and a higher risk of equipment failure during critical incidents.

Notably, similar safety issues led the Long Beach Police Department to immediately stop using the same LWRC rifles and replace them with a safer alternative.

To address these concerns, the SWAT team conducted a thorough review of available rifle options. They considered reliability, accuracy, maintenance needs, cost, and how quickly officers could adapt to new equipment. After careful evaluation, the team selected the Geissele Super Duty rifle as the best replacement to ensure safe and effective operations for Anaheim’s SWAT team.

IMPACT ON BUDGET:

Sufficient funds are available in the Police Department’s FY 2025/26 Police Department's Asset Forfeiture Fund budget.

Respectfully submitted, Concurred by,
Ed Segura Manny Cid
Purchasing Agent Chief of Police
