HOUSING AUTHORITY AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
DATE: JUNE 23, 2026
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: PROFESSIONAL SERVICES AGREEMENT BY AND BETWEEN

THE ANAHEIM HOUSING AUTHORITY AND OVERLAND,

PACIFIC & CUTLER FOR PROFESSIONAL RELOCATION

SERVICES
ATTACHMENT (Y/N): YES ITEM # 01

GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the Governing Board of the Anaheim Housing Authority, by Motion, approve a Professional Services Agreement by and between the Anaheim Housing Authority and Overland, Pacific & Cutler, LLC, for on-call professional relocation services to support current and future housing development activities, in an amount not to exceed $400,000, for a three-year (3) term beginning June 9, 2026, with two (2) optional one-year (1) renewals; and authorize the Executive Director, or her designee, to execute and administer the agreement on behalf of the Anaheim Housing Authority.

DISCUSSION:

Relocation is often an integral component of neighborhood revitalization efforts, particularly when projects involve substantial rehabilitation or redevelopment of existing properties. Federal and state laws—including the Uniform Relocation Assistance and Real Property Acquisition Policies Act and California’s Relocation Assistance Law (Government Code §7260 et seq.)—require public agencies to provide relocation assistance to households and businesses displaced as a result of these activities. These requirements include relocation counseling, assistance in securing comparable replacement housing, and payment of eligible moving and related expenses.

The Anaheim Housing Authority (Authority) implements a range of housing and community development initiatives that, at times, necessitate relocation. To ensure compliance with applicable laws and to minimize impacts on affected households, the Authority utilizes qualified professional relocation consultants. Over the past three years, the Authority has successfully relocated thirty-seven (37) households following the acquisitions of the Anaheim Lodge, Rainbow Inn, Kettle Motor Motel and Crown Motel.

The Authority issued a Request for Proposals (RFP) for on-call relocation services in November 2025. A total of seven (7) firms submitted proposals, which were evaluated based on their overall experience, the scope of services offered, their familiarity with applicable relocation regulations, and their proposed fee structure.

While most firms met the minimum qualifications, Overland, Pacific & Cutler’s (OPC) depth of experience ultimately distinguished them and was the determining factor in staff’s recommendation for contract award.

OPC has extensive experience providing relocation and related services for public-agency projects, including developing comprehensive relocation plans, assessing relocation needs, coordinating with affected households and businesses, preparing required documentation, and managing schedules to ensure full regulatory compliance. Their qualifications also include work with ongoing efforts in the Avon Dakota Neighborhood, the former Northgate Gonzalez Market acquisition, and the recent motel acquisitions on Beach Blvd. Their experience demonstrates familiarity with the Authority’s processes and priorities, as well as their ability to manage complex relocation projects in the community. OPC demonstrated that it has sufficient personnel, tools, and support resources to carry out all phases of the relocation process, along with a strong record of effective communication, organization, and project management for municipal clients. Additionally, OPC provided a comparable fee schedule that was in line with other submitted proposals.

Based on OPC’s demonstrated experience and capacity to meet the Authority’s service requirements, staff recommends Authority approval to select OPC as the Authority’s relocation services consultant. Staff estimates that approximately thirty (30) households in the Avon Dakota neighborhood will require relocation, along with three (3) remaining businesses at the former Northgate property. Professional service costs are estimated at approximately $10,000 per household or business, inclusive of a contingency to address unforeseen needs.

The proposed Professional Services Agreement establishes a not-to-exceed amount of $400,000 over the full contract term, which includes an initial three-year period and two optional one-year renewals. Approval of this Agreement will ensure continuity in delivering required relocation services for current projects while maintaining the flexibility to support future redevelopment initiatives
This action supports the City’s Strategic Plan Goal B: Enhance Livability, Strategy 2 — to stabilize and expand affordable, workforce, and homeownership housing opportunities for low- income residents.

This item was presented for consideration and review to the Housing & Community Development Commission at its June 3, 2026, meeting. Following a discussion of the proposed agreement, the Commission voted to recommend that the Governing Board of the Anaheim Housing Authority approve the Professional Services Agreement with OPC.
