CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF FINANCE
DATE: JUNE 23, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: RESOLUTION ADOPTING THE FISCAL YEAR 2026/27 BUDGET ATTACHMENT (Y/N): YES ITEM # 24-A
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, adopt the Fiscal Year (FY) 2026/27 Budget as submitted, with any revisions made by the City Council.
DISCUSSION:
On May 29, 2026, the Proposed FY 2026/27 Budget was made available to the Mayor, City Council, and the public for inspection in accordance with Article XII of the City Charter. Budget workshops were held on June 9 and 23, concluding with a public hearing on June 23 in which the budget was presented and the public was provided the opportunity to comment. Additionally, the Budget, Investment and Technology Committee (BIT) held public meetings on June 3 and June 10 to discuss the budget and provide additional opportunities for public comment.
The Proposed FY 2026/27 Citywide Budget is $2,602,845,833, an increase of 8% from the current adopted budget. This includes salary and benefit increases associated with the AFSCME agreement approved on June 9, and $500,000 for improvements to the West Anaheim Police Station that were not included in the budget published on May 29.
Proposed General Fund expenditures total $573,732,249, an increase of 8%. The General Fund increase is due to contractual salary and benefit increases; new positions that have been added, including a Deputy Police Chief, Fire Captain, six Ambulance Operators and two fully reimbursed positions to support the DisneylandForward project; internal service charges related to information technology support, insurance, and facility maintenance; landscape maintenance for parks; and safety contracts for the ambulance program, which are revenue offset.
The budget projects continued growth in the Big Three General Fund revenues, which include TOT, sales tax, and property tax. The General Fund Five-Year Forecast relies on the remaining proceeds from the sale of the Hilton parking structure and $13 million in fund balance to balance the structural deficit until the repayment of LPMR in 2027. The sustainability of the General Fund Five-Year Forecast relies on fiscally prudent decisions and prioritized spending. New financial obligations or an economic downturn could delay Resolution adopting the Fiscal Year 2026/27 budget

repayment of LPMR, reduce reserves below recommended levels, or require changes to service delivery.
IMPACT ON BUDGET:
Citywide budget appropriations for FY 2026/27 total $2,602,845,833, including General Fund budget appropriations of $573,732,249, except as otherwise revised by the City Council.
Respectfully submitted,

Finance Director/City Treasurer
