CITY COUNCIL AGENDA REPORT
City of Anaheim
COMMUNITY SERVICES DEPARTMENT
DATE: JUNE 23, 2026
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: PARKS, RECREATION, HUMAN AND NEIGHBORHOOD
SERVICES FEES FOR FY 2026/2027
ATTACHMENT (Y/N): YES ITEM # 24-D
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That City Council, by Resolution, establish fees to be charged for Parks, Recreation, Human and Neighborhood Services programs and services commencing 30 days from the date of adoption.
DISCUSSION:
The Community Services Department offers a variety of innovative facilities, programs and services to improve the quality of life in Anaheim. Many of these programs are offered free of charge, with others assessed a nominal fee. As a part of this year's budget preparation process, staff evaluated current user fees for various programs and services.
These include fees for park and facility rentals, youth enrichment activities and camps, recreation classes, special events, and other Community Services programs. These fees were last updated in FY 2025/26, and costs related to these programs and services continue to increase. As such, a 3% increase rounded up to the next dollar is being proposed for all user fees to offset rising labor and program material costs. A summary of the current and proposed fees for FY 2026/2027 is presented in Exhibit A. The Parks and Recreation Commission made a thorough review of the proposed fees and supported the increases at their meeting on April 22, 2026. City Council approval of these fees would allow them to take effect thirty (30) days following the date of adoption.
When reviewing the proposed fees, please note that fee-based programs do not include the many free programs offered at local parks, playgrounds, community centers, family resource centers, and youth centers. These services continue to be supported by General Fund tax dollars and other revenue sources for the benefit of all Anaheim residents.
Staff are confident that care has been taken to adjust fees as necessary and are cognizant of the City Council’s desire to keep our fee structure as reasonable and moderate as possible for residents.

The proposed fees and charges have been included in the proposed FY 2026/27 budget for the Community Services Department.
Respectfully submitted,
