CITY COUNCIL AGENDA REPORT
City of Anaheim

POLICE DEPARTMENT
DATE: JUNE 23, 2026
FROM: POLICE DEPARTMENT
SUBJECT: POLICE DEPARTMENT FALSE ALARM FINE SCHEDULE FOR FISCAL YEAR 2026/27
ATTACHMENT (Y/N): YES ITEM # 24-I
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, adopt a schedule of fines for False Alarms pursuant to Section 4.95.120 of Title 4 of the Anaheim Municipal Code, to be charged by the Anaheim Police Department for Fiscal Year 2026/27, and rescind Resolution No. 2019-070 establishing the prior fine schedule.

DISCUSSION:

In accordance with the authorization to establish fines for false alarms, as set forth in Section 4.95.120 of Title 4 of the Anaheim Municipal Code, this resolution will adopt and establish a schedule of fines to be imposed upon persons responsible for false alarm calls.

A false alarm call, as defined by the Anaheim Police Department, occurs when the department responds to an alarm activation at a residence, business, or other property, and upon arrival, determines that there is no evidence of criminal activity, emergency, or threat that would justify the alarm. These incidents often include security, fire, or panic alarms that are triggered accidentally, due to malfunctioning equipment, user error, or other non-emergency causes. Responding to false alarms can place unnecessary strain on police resources, diverting officers from emergencies and increasing operational costs.

By implementing a structured fine schedule, the City aims to encourage responsible use of alarm systems, reduce the frequency of false alarm incidents, and help offset the expenses incurred by the police department in handling these calls during Fiscal Year 2026/27.

For Fiscal Year 2026/27, APD recommends increasing the current False Alarm fines charged by the department by approximately 3%. The new fine schedule will help offset the increased cost of labor and materials needed to process each request and provide services. There has not been an increase in False Alarm fines since Fiscal Year 2019/20.

The current fine schedule and the proposed fines are below:
