CITY COUNCIL AGENDA REPORT
City of Anaheim
OFFICE OF THE CITY CLERK
DATE: JUNE 23, 2026
FROM: OFFICE OF THE CITY CLERK
SUBJECT: FEE SCHEDULE FOR FY 2026/2027
ATTACHMENT (Y/N): YES ITEM # 24-C
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Resolution, revise the schedule of fees for services rendered by the Office of the City Clerk.
DISCUSSION:
The City Clerk’s Office functions as a point of access for requests of official city records and as the administrator of the City’s lobbyist registration program. This proposed administrative update addresses these two areas of city governance to improve regulatory compliance and ensure cost recovery for public services.
Under California Government Code Section 7922.530 public agencies may charge the direct costs of duplication for public records and the cost of mailing of physical records, which often require specialized shipping, priority mail, or large-item delivery. Currently, the City absorbs the escalating postal expenses of mailing voluminous hardcopy records.
Staff proposes updating the fee schedule to allow departments to recover the actual costs for mailing. Requesters will retain the option to pick up records in person to avoid these fees.
The City’s Lobbyist Registration Program ensures transparency regarding individuals attempting to influence municipal decisions. Currently, the penalty for failing to timely file the mandatory quarterly reports or the annual registration is $50.00. This flat penalty has proven insufficient to deter late filings, causing administrative delays in public disclosures.
Therefore, staff currently recommends updating and increasing the late filing penalty to $10 per day with a maximum of $100. This incremental increase will be monitored and revisited by the City’s Ethics Officer and the City Clerk’s Office to ensure that the penalty structure is sufficient to deter late filings and ensure maximum compliance.
