CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT
DATE: JUNE 23, 2026
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: FIFTH AMENDMENT TO AGREEMENT WITH LYONS
SECURITY SERVICE, INC. FOR EMERGENCY SHELTER

SECURITY
ATTACHMENT (Y/N): YES ITEM# 17
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:

1. Approve the Fifth Amendment to Agreement between the City of Anaheim and Lyons Security Service, Inc. (Lyons Security) for Emergency Shelter Security at The Salvation Army (TSA) Anaheim Emergency Shelter (AES) located at 1455 S. Salvation Place and surrounding area, to extend the term of the Agreement by two years from July 1, 2026 to June 30, 2028 with an additional one-year option; and increase the maximum contract authority by $5,112,815.68.

2. Authorize the Housing and Community Development Director or designee to execute the Fifth Amendment, as well as any subsequent amendments or documents necessary for the continuation or clarification of security services at The Salvation Army (TSA) Anaheim Emergency Shelter (AES) and surrounding area, provided they are approved by the City Attorney’s Office and do not increase the maximum contract authority payable to Lyons Security.

BACKGROUND:

In November 2018, the Anaheim City Council approved an agreement with The Salvation Army (TSA) to operate the Anaheim Emergency Shelter (AES) located at 1455 S. Salvation Place. As part of that agreement, the City committed to providing security services for the shelter and surrounding area. To fulfill this obligation, the City entered into an agreement with Lyons Security Service, Inc. (Lyons Security) in January 2019 for the provision of security services at AES.

Since the shelter opened, the City Council has approved several amendments to both the shelter operations agreement and the accompanying security services agreement Fifth Amendment to Agreement with Lyons Security Service, Inc. for Emergency Shelter Security June 23, 2026

to ensure continuity of shelter operations and fulfillment of the City's security obligations. As the shelter operations agreement was extended, corresponding amendments to the Lyons Security agreement were approved to align contract terms and provide the necessary funding for continued security services. Most recently, the City Council approved amendments extending security services through June 30, 2026, and increasing the maximum contract authority to $8,105,122.52.

The City is concurrently considering a Sixth Amendment to the agreement with TSA to continue operation of AES beyond June 30, 2026. Because the City remains responsible for providing security services for the shelter and surrounding area, a Fifth Amendment to the Lyons Security agreement is necessary to extend security services for the duration of shelter operations.

DISCUSSION:

AES has the capacity to serve up to 325 individuals and has operated at consistently high occupancy levels for much of the past two years, with average nightly occupancy generally exceeding 300 guests. More recently, occupancy has declined modestly following the successful placement of shelter residents into permanent housing opportunities, including Azure Apartments. While shelter utilization remains strong, City and TSA staff will continue to monitor occupancy trends and evaluate opportunities to align shelter capacity with community needs as additional housing resources become available.

Lyons Security provides continuous on-site security services 24 hours per day, seven days per week through multiple security officers assigned across day, evening, and overnight shifts.

Security personnel support shelter operations and help maintain a safe environment for residents, staff, visitors, and the surrounding neighborhood. Their responsibilities include intake support, access control, site and perimeter patrols, resident safety, and implementation of the shelter's Good Neighbor Policy in coordination with TSA staff. Lyons Security has provided these services since the shelter first became operational in 2019 and has developed extensive experience working within a low-barrier emergency shelter environment. Through its longstanding partnership with TSA and the City, Lyons Security has demonstrated an understanding of the unique operational and safety needs of the facility and remains well- qualified to continue providing these services.

Staff recommends approval of this Fifth Amendment to fulfill the continuing obligation of providing security services, and ensure continuity of operations and safety at AES.

IMPACT ON BUDGET:

Sufficient appropriation is included in the Housing and Community Development Department’s proposed FY 2026/27 General Fund Budget for City Council consideration. The Department will continue to pursue grant opportunities when available to offset the costs as shown in the proposed reductions to General Fund in this Sixth Amendment.

Respectfully submitted,
Fifth Amendment to Agreement with Lyons Security Service, Inc. for Emergency Shelter Security June 23, 2026
