CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: JULY 14, 2026
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: AGREEMENT WITH COMMUNITY SENIORSERV, INC., DBA

MEALS ON WHEELS ORANGE COUNTY, TO UTILIZE

BROOKHURST COMMUNITY CENTER
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve an Agreement with Community SeniorServ Inc., DBA Meals on Wheels Orange County (MOWOC), for MOWOC to utilize a portion of the Brookhurst Community Center, located at 2271 Crescent Avenue, on a shared basis to provide a comprehensive older adults meal program, recreational activities, and other social services support programs for a term of five years with the option of two additional one-year terms, and authorize the Director of Community Services, or designee, to implement and administer the agreement and execute any optional renewals.

DISCUSSION:

Since 1993, the city has partnered with MOWOC to provide a comprehensive program for older adults at the Brookhurst Community Center that includes nutrition, health, social services support, educational activities, and recreational programming. Over the years, the city’s partnership with MOWOC has been successful in providing older adults with more than a hot meal. MOWOC staff and case managers collaborate with the city’s Older Adults Program staff to host nutrition awareness workshops, social dances, card & board games, and health and wellness resource fairs, all designed to help stimulate interaction and socialization to deter isolation and loneliness that allows older adults to age with dignity and purpose. Congregate meal service is held Monday through Friday with meals served at 11:00 a.m. followed by activities and programming that runs until 1:00 p.m.

This Agreement with MOWOC establishes all general usage conditions of the Brookhurst Community Center, including the operation of MOWOC programs, projects, events, activities, and services offered to older adults. In exchange for use, MOWOC will continue to offer hot meals, recreational activities, educational classes, and social services support programs free of charge to help keep older adults healthy, engaged, and thriving. MOWOC will fully staff their program to operate five days a week and manage the hot meal program and services in collaboration with the city’s Older Adults Agreement with Community SeniorServ Inc., dba Meals on Wheels Orange County, to utilize Brookhurst Community Center July 14, 2026

MOWOC will continue to assume responsibility for all program expenses related to the operation of their programming. A minimal suggested donation of $3.00 is requested by MOWOC to help offset costs but this donation is not required to participate in the program.

The Department is pleased to continue its relationship with MOWOC to meet the needs of Anaheim’s older adult population.
