CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: JULY 14, 2026
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: ADOPTION OF A MEMORANDUM OF UNDERSTANDING

BETWEEN THE CITY OF ANAHEIM AND THE

INTERNATIONAL BROTHERHOOD OF ELECTRICAL
WORKERS, LOCAL 47 – PART-TIME SERVICE EMPLOYEES
UNIT
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, adopt a Memorandum of Understanding (“MOU”) establishing the terms and conditions of employment for classifications represented by the International Brotherhood of Electrical Workers, Local 47 (“IBEW”), Part-Time Service Employees Unit, effective January 1, 2026 through December 31, 2028.

DISCUSSION:

The MOU between the City of Anaheim (“City”) and the International Brotherhood of Electrical Workers, Local 47 (“IBEW”) Part-Time Service Employees Unit, expired December 31, 2025. Since April 2026, the City’s labor negotiator has worked under City Council authority to meet and confer with IBEW. The MOU presented for City Council consideration reflects the tentative agreement reached with IBEW on June 24, 2026, and was subsequently ratified by IBEW membership on June 30, 2026.

The IBEW Part-Time Service Employees Unit represents approximately 24 part-time employees serving in the Anaheim Public Utilities Department. Classifications within the unit include Customer Service Representatives, Meter Readers, Utilities Services Representatives, and Engineering Aides.

The tentative agreement includes wage adjustments for classifications within this bargaining unit that corresponds to full-time classifications represented by IBEW, General Unit. Consistent with Council direction for this successor agreement, the proposed adjustments align the wage schedule for these part-time classifications with the wage adjustments approved by the City Council for their full-time counterparts on May 5, 2026.

This approach recognizes the specific operational relationship between these part-time and full-time classifications, including the similarity of assigned duties, classification Adoption of Memorandum of Understanding between the City of Anaheim and IBEW Part-Time Service Employees Unit July 14, 2026

structure, and internal alignment considerations. The proposed adjustments are not intended as a general wage enhancement applicable across bargaining units, but rather reflect the negotiated resolution reached for this unit and this agreement term.

Approval of this tentative agreement does not establish an automatic parity formula, vested practice, or continuing obligation to match future wage adjustments negotiated with any other bargaining unit. Future compensation decisions will remain subject to the City’s meet-and- confer obligations, fiscal considerations, operational needs, labor market factors, classification- specific analysis, and Council approval.

The substantive provisions in the proposed MOU include:
 Term of MOU: Three (3) years, effective January 1, 2026 through December 31, 2028.
 Wages: A total wage increase of sixteen percent (16%) over the three-year term of the contract:
o Eight percent (8%) effective the pay period beginning December 19, 2025;
o Four percent (4%), effective January 1, 2027; and
o Four percent (4%), effective December 31, 2027.
 Bilingual Pay: Increase bilingual pay rates by $0.25 per hour, from $0.90 to $1.15 per hour for employees demonstrating speaking proficiency, and from $1.10 to $1.35 per hour for employees demonstrating speaking, reading, and/or writing proficiency.
 Vacation Benefit: Increase the total annual vacation benefit calculation from three percent (3%) to four percent (4%).
 Bereavement Leave: Provide City-paid bereavement leave of up to five (5) work shifts, not to exceed 40 hours, consistent with other part-time bargaining units.  Medical Plans: Expand medical plan options for employees with two (2) or more years of service to include all City-sponsored medical plans. The City's contribution formula will remain unchanged, and employees electing enhanced coverage will be responsible for any additional premium costs.  Sick Leave: Update sick leave usage requirements to allow employees to use accrued paid sick leave in a minimum increment of thirty (30) minutes per occurrence, rather than two (2) hours. Sick leave usage greater than thirty (30) minutes may be taken in fifteen (15) minute increments, subject to the existing maximum annual usage limit.

A redlined copy of the MOU reflecting the agreed upon changes is included with this report.

IMPACT ON BUDGET:

The approximate cost impact for the three-year term of the MOU is estimated to be $930,852.

The estimated budget impact is $92,241 for Fiscal Year 2025/26 and $261,958 for Fiscal Year 2026/27.

The IBEW Part-Time Service Employees classifications are funded by the Public Utilities Department’s Enterprise Fund. There is no proposed impact on the General Fund.

No budget adjustments are sought at this time, as the Public Utilities Department has sufficient budget appropriations to offset the costs associated with this MOU.

Respectfully submitted,
