CONVENTION CENTER
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Award Master Agreement Purchase Order MA No.106‑499234 to Verne’s Plumbing, Inc. to provide as‑needed plumbing repairs and maintenance services at the Anaheim Convention Center, in a first-year not-to-exceed amount of $108,125, with up to four one-year optional renewals, for a total cumulative not- to-exceed amount of $540,625, plus annual renewal increases limited to the change in the applicable Consumer Price Index (CPI); and

2. Authorize the Purchasing Agent, or their designee, to execute all necessary contractual documents and to exercise the renewal options, at the request of the Convention Center, in accordance with Invitation for Bids (IFB)# 9894.

DISCUSSION:

The City’s Purchasing Division conducted a formal solicitation through the City’s bid portal. Sealed bids were received by 2:00 p.m. on May 15, 2026, and opened immediately thereafter.

Bidder Total Bid
Horn’s Backflow and Plumbing Service, Inc., Valencia, CA $104,750* Verne’s Plumbing, Buena Park, CA $108,125
*The bidder’s absence from the mandatory job walk rendered their bid non‑responsive.

The IFB required prospective bidders to hold a valid C‑36 Plumbing Contractor’s License, provide three satisfactory references for similar work performed within the past three years, be registered with the Department of Industrial Relations as a Public Works Contractor, and attend a mandatory job walk in order to be deemed responsive.

Bidders were asked to provide fully burdened hourly rates and a fixed markup percentage for materials and equipment rentals for work outside the base scope.

Thirty‑two vendors showed interest by downloading the bid documents; however, only five companies attended the mandatory job walk, and only two bids were received.

The term of the agreement will be for a one‑year period with up to four optional one‑year renewals. Unit pricing is fixed for the initial one‑year base period and will be negotiated annually during the renewal periods, but shall not exceed the most recent available month for the Los Angeles‑Long Beach‑Anaheim Consumer Price Index (CPI), using the All Urban Consumers index for non‑labor costs and the Urban Wage Earners and Clerical Workers index for labor.

There is no express or implied commitment to purchase a specific quantity during the term of the agreement.

IMPACT ON BUDGET:

Sufficient funds are available in the Convention Center’s Fiscal Year 2026/27 budget.

Future year renewals will be subject to Council’s approval of budget appropriations.

Respectfully submitted, Concurred by,
Ed Segura Thomas Morton, Executive Director
