CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: JULY 14, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: APPROVE THE PURCHASE OF PORTABLE CARDIAC

MONITORS/DEFIBRILLATORS, ACCESSORIES AND
PREVENTIVE MAINTENANCE FROM ZOLL MEDICAL CORP.

FOR THE ANAHEIM FIRE & RESCUE DEPARTMENT
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:

1. Waive the sealed bid requirement of Council Policy 4.0 and authorize the Purchasing Agent to issue a purchase order to ZOLL Medical Corp., Chelmsford, MA, in the amount of $181,395 plus applicable tax, for the purchase of portable cardiac monitors/defibrillators, accessories and preventive maintenance for the Anaheim Fire & Rescue Department (AF&R); and

2. Authorize the Purchasing Agent, or their designee, to execute all necessary contractual documents.

DISCUSSION:

Anaheim Fire & Rescue currently operates ZOLL cardiac monitor/defibrillators on all frontline fire apparatus, ambulances, and Special Medic Equipment used for special events. These devices are required on all Advanced Life Support (ALS) units in accordance with Orange County Emergency Medical Services (OCEMS) standards and are essential for monitoring patient vital signs, performing 12-lead ECGs, delivering defibrillation and synchronized cardioversion, and transmitting patient data to receiving hospitals.

Since the Department’s original procurement of these devices in 2019, AF&R has expanded ALS service delivery through the implementation of the Ambulance Program, the addition of Engine 10, and deployment of the Advanced Provider Response Unit (APRU). These service enhancements have increased the number of ALS-capable units in operation and created a need for additional cardiac monitor/defibrillators. Staff request the purchase of seven (7) additional cardiac monitor/defibrillators to meet increased operational demands and ensure adequate equipment is available for frontline and reserve ALS apparatus.

The proposed units are refurbished to current factory specifications, include a manufacturer warranty, and provide the same clinical functionality as new equipment.

This option provides a cost-effective solution to expand the Department’s inventory while maintaining operational readiness and compliance with OCEMS requirements.

Approve the Purchase of Portable Cardiac Monitors/Defibrillators, Accessories and Preventative Maintenance for the Anaheim Fire & Rescue Department.

In addition to the equipment purchase, this procurement includes one year of preventive maintenance services for the Department’s complete fifty-five (55) unit cardiac monitor inventory. Preventive maintenance is performed by the manufacturer and includes inspections, calibration, software and firmware updates, and verification of monitoring and defibrillation functionality. These services support OCEMS certification requirements and help ensure the continued reliability and operational readiness of this mission-critical equipment.

Staff recommends purchasing the equipment directly from ZOLL Medical Corporation on a sole-source basis. ZOLL is the manufacturer and the sole manufacturer authorized to provide certified refurbished ZOLL cardiac monitor/defibrillators that are restored to factory specifications, covered by a manufacturer warranty, and supported through ongoing maintenance and service by the manufacturer.

This procurement will maintain standardization across the Department’s existing ZOLL platform, including cardiac monitors, accessories, charging infrastructure, data management systems, and paramedic training programs. Procuring equipment from an alternate manufacturer would require additional training, duplicate inventories of accessories and batteries, and modifications to existing operational procedures, resulting in increased costs and reduced interoperability.

IMPACT ON BUDGET:

Sufficient funds are available in the Fire and Rescue Department’s FY 2026/27 General Fund and Small Tools Fund Budget.

Respectfully submitted, Concurred by,
Ed Segura Patrick Russell
Purchasing Agent Fire Chief
