To: MayorAitkenandtheAnaheimCityCouncil,
I amwritingto stronglyopposeItem07, theproposedexpansionof theCityof Anaheim’s proposedAutomatedLicensePlateReader (ALPR) throughthepurchaseof 72additional camerasfromMotorolaSolutions. I donotsupporttaxpayerdollarsbeingusedin thisway.

Thisproposalrepresentsa significantexpansionof surveillanceacrosstheCityandCountyof Orange. ALPRsystemsraiseseriousconcernsovertheviolationof privacy, civilliberties, and thesafetyof immigrantcommunities.

ALPRtechnologyhashistoricallyenableddatasharingacrossjurisdictions, creatingpathways foraccessbyfederalagenciessuchasU.S. ImmigrationandCustomsEnforcement (ICE).

Evenwhencitiesdonotintendto shareinformationdirectlywithICE, theuseof third-party vendorsandregionaldata-sharingplatformsintroducesrealandwell-documentedrisksof indirectaccessandhasledto unintendedaccessbyoutsideagenciesin municipalitiesacross theStateof CaliforniaandCountry.

I applaudtheCity’s effortsto supportresidentsthathavebeenimpactedbyimmigration enforcementactions. I supporttheAnaheimLegalDefenseFundandAnaheimContigo programs. Expandingsurveillanceinfrastructurelikethisunderminesandcontradictsthespirit of thoseeffortsasALPRtechnologyputstheCity’s immigrantfamiliesat greaterrisk. 1 naheim residentsdeserverealsupport. Goodevening, Mayorand CouncilMembers,
Cityleadershipcontinuesto makestatementsaboutwatersafetywithoutprovidingthe datato supportthem.

At the June25, 2025, PublicUtilitiesBoardmeeting, CraigParkerstatedthatDisneylandfireworksdo not useperchlorates. No documentationhas beenprovidedto verifythat claim.

At the April22, 2026, meeting, DukkuLeesaidthe waterqualitypresentation “addressedthe issues” andsuggestedresidentswerebouncingbetweenPFASand perchlorates.

Residentsare not bouncingbetweenanything. Multiplecontaminantsare affectingthe samewater system, and concernsaboutall of themhavebeenconsistent.

Fireworksare a documentedcontributorof perchlorate, especiallyin communitieswithfrequent shows. For decades, AnaheimhashostednightlyDisneylandfireworks, seasonalholidayshows, and additionaldisplaysat AngelStadium.

CouncilmemberBaliusrecentlysuggestedperchloratecouldcomefromothersources. Thatmaybe true, butthe Cityhaspresentedno analysiscomparingthosesourcesto the impactof yearsof repeatedfireworksactivity. Withoutanalysis, the Citycannotcrediblyclaimfireworksare not a factor.

Perchlorateis onlyonepartof the broaderwater-qualitypicture. Anaheimis dealingwithmultiple contaminants — PFAS, perchlorate, andothers — all presentin the samesystem. Residentsare askingaboutcumulativeenvironmentalimpact, not a singlepollutantin isolation.

We alreadyknowcontaminationexists. SeveralAnaheimwellshavetestedpositivefor perchlorate.

Treatmentsystemsare beinginstalledat significantcost.

Meanwhile, otherjurisdictionsare respondingto similarconcerns.

In LongBeach, the CaliforniaCoastalCommissiondenieda July3 fireworkspermitdueto environmentalconcerns.

In SanDiego, a federalCleanWaterActlawsuithasbeenfiled againstSeaWorldfor fireworks-related pollution, andSeaWorldis nowtransitioningto droneshows. 1 Regulatorsare acting, lawsuitsare advancing, and majoroperatorsare changingtheirpractices.

So hereare the questionsthatrequiredirectanswers:

1. 2.

3. Whatanalysishasthe Cityconductedon the cumulative

4. environmentalimpactof decadesof fireworks?

5. 6.

7. 8. Whenwill the Cityconductan independentstudy

9. of fireworks-relatedperchloratecontributions?

10. 11.

12. 13. Whenwill the Cityevaluatelegacycontamination

14. in soil andgroundwater?

15. If the Citycannotstate, withevidence, thatfireworkshavenot contributedto perchlorateor other pollutants, thenthe absenceof requiredtestingis a seriousconcern.

Thisisn’tthefirsttimetherehavebeenBrownActconcerns: AttheNov. 18thCityCouncilMeeting, I raised6BrownActviolationsduringPublicCommentsandsubmittedtheminwritingtotheMayor, Council, andCityAttorneyaswell. IremindedthemagainoftheseViolationsattheJan. 13th, 2026 CouncilMeeting. Today, almost6monthslater, I’mstillwaitingforaresponse.

WhenPublicCommentsareinterrupted, andwhenconcernsgounanswered, itsendsamessage—not justtoresidents, buttoCityemployees: Stayquiet. Don’t raisequestions. Don’t challengewhat’s happening.

ThisisthemessageemployeesinthePublicUtilitiesDepartmentarenowhearing.

ThepreviousspeakeroutlinedtherequirementsofCalifornia’s “CallBeforeYouDig” law—andthose requirementsexistforareason: Safety. Safetyfortheworkers, aswellasAnaheimresidents.

Therearedocumentedconcernsofemployeesbeingdirectedbytheirsupervisorsnottofollow “Call BeforeYouDig” andothersafetyrequirements.

Moreconcerning, employeesreporttheyaredirectednottospeaktotheirunionrepresentative. Ifthey attempttocontacttheirunionrepresentative, theyareharassed, isolated, demoted, orterminatedfor tryingtoprotectthemselvesandprotectresidents.

Theconsequencesarereal. Multipleincidentshavealreadyoccurred. 1) Gaslineshavebeenstruck.

Thisisaleadershipissue. Patternslikethesecannotexistwithoutbeingtoleratedbythoseinpositionsof authority.

ItextendstotheMayor, thisCouncil, theCityManager, theCityAttorney, andHumanResources, who areresponsibleforoversightandenforcement.

Unfortunately, basedontheMayor’ssuppressionofpubliccommentsandtheCouncil’ssilenceon seriousissues, theCity’smessageisloudandclear: Takecareofourfriends, protectourcareers period).

CityCouncil,

TheleadershipdynamicsattheCityofAnaheimdependsonasystemofaccountability. ThisCouncilcan onlyactontheinformationtheyreceive. Withoutverification, thereisalwaysariskthatdecisionsare beingmadewithoutfullknowledgeofunderlyingconditions.

Decision-makingdependsononecriticalfactor: thatinformationflowingupwardfromoperationsto councilisaccurateandinthebestinterestsoftheCityandtheresidents.

WhatsafeguardsareinplacetoensurethatAnaheimexecutiveleadershipandthisCouncilarereceiving completeandaccurateoperationalinformation?
Iffield-levelissuesexist, whetherrelatedtowaterquality, flushingpractices, orexcavationsafety, andtheseissuesarenotimmediatelyaddressed, YOURdecisionsarecompromised. Council oversightisweakened, andthepublicis leftwithincomplete, dangerous, andinaccurate information.

DukkuLeeannouncedhisretirementthedayafterhisrecentwaterqualitypresentation.

Thisraisesanimportantquestionofgovernance: Areyouexpectedtobetheexpertsontechnicalissues, ordoyourelyonthecityexpertsforaccurateinformation? Inmostorganizations, leadershipdependson internalexperts. Iftheprofessionalsarenotfullytruthfulwithcriticalinformation, thenyouaremaking decisionsbasedonincompletefactsaswellasfaultyinformation.

Whatindependentverificationmechanismsexisttovalidatewhatisbeingreported? Howarethediscrepanciesbetweenfieldconditionsandreportedinformationinvestigated? Andwhat accountabilitymeasuresaretriggeredwheninformationgapsareidentified? Who’sfired? Orwhyaretheyprotected?
1 Trustinleadershiprequiresmorethanconfidence; itrequiresverification. Votersdeserveassurance fromtheirelectedofficialsthattheissueswebringtoyourattentionarefullyinvestigatedina transparent, ethical, andpromptmanner. Especiallyconcerningthewaterwedrink. 2 Susana Barrios

Overthecourseoftonight, you’veheardaseriesofissuesthatremainunanswered.

You’veheardconcernsabout:

Missinglabdataatacriticaltime
Flushingpracticesoccurringwithoutclearexplanation
Valveoperationsthatcoincidedwithchangesinwaterconditions A74-daydelayinshuttingdownWell51afterPFASdetection
Discrepanciesbetweenwhatwasreportedandwhatactuallyoccurred Firework-relatedcontaminantsthattheCitycontinuestoavoidaddressing, despiteactionstaken byotheragencies
Excavationsafetyconcernsthatplacebothemployeesandresidentsatrisk Andalackofindependentverificationtoensureleadershipisreceivingaccurateinformation Thesearenotisolatedissues. Theypointtoapattern.

Apatternwhere:

Questionsareraised
Answersareunclearorincomplete
Andtheresponseisreassurance—withoutdocumentation
Atsomepoint, thisstopsbeingaboutindividualissuesandbecomesaquestionofgovernance.

Becausewhen:

Dataismissing,
Timelinesdon’t align,
Safetyconcernsareraisedbutnotmeaningfullyaddressed,
Andpotentialenvironmentalimpactsarenotfullyevaluated
Thatisnottransparency. Thatisinaction. Andinactionhasconsequences.

Thepublicisnotaskingforperfection. Weareaskingforclarity, accountability, and documentedanswerstoveryspecificquestionsalreadyoutlinedtonight.

SoI willclosewiththis: WhatisthisCouncilgoingtodo—specifically—toinvestigate 1 theseissues, verifythefacts, andprovidethepublicwithclear, documentedanswers? Atthispoint, theCouncil’ssilence—orrepeatedassurancesthat ‘everythingisfine’—suggest eitherafailuretofullyinvestigateorafailuretobetransparent.

Andneitherisacceptable.
