RECOMMENDATION:
That the City Council, by Motion, approve a Joint Use Agreement between the City of Anaheim and Vista Charter Public School regarding Vista Charter Public School’s use of facilities at Palm Lane Park and Palm Lane Global Academy for a period of five years with two, five-year renewal options, and authorize the Director of Community Services or their designee to execute the Agreement on behalf of the City.
DISCUSSION:
In 2018, the Anaheim Elementary School District approved the Palm Lane Charter Elementary School (1646 W. Palm Lane), operated by New Century Charter Public Schools, through June 2026. Recently, AESD approved the renewal of the Palm Lane Charter School, now operated by Vista Charter Public School, for a five-year term from July 1, 2026, through June 30, 2031.
In January 2022, a Joint Use Agreement between the City and New Century Charter Public Schools was approved to allow the Charter School to use Palm Lane Park (1595 W. Palais Road) space for school physical education purposes. In return, the City was granted access for parking lot use during non-school hours to provide parking for scheduled users of the park, including non-profit youth sports organizations.
A new Joint Use Agreement is now proposed to align with the new AESD charter agreement from 2026 through June 30, 2031, with two additional, five-year optional renewals. With this new agreement, the school has changed its name to Palm Lane Global Academy and is operated by Vista Charter Public Schools.
The agreement will continue under the same terms and conditions as the prior agreement.
The City will permit Palm Lane Global Academy to use its Athletic Field from 10:00 a.m. – 2:00 p.m. Monday through Friday while school is in session. The City will continue day-to-day maintenance of the athletic field and scheduling use of the field outside of school hours. to the City during non-school operating hours, including weekends. The agreement may be terminated with at least 180 days’ written notice by either party. Both parties recognize the benefit to the school and community for recreational and athletic purposes and desire to enter into a new Joint Use Agreement. The Vista Charter Public Schools Board approved the attached Agreement on June 16, 2026.
IMPACT ON BUDGET:
There are sufficient funds in the Community Services FY 2026/27 Operating Budget for continued use, maintenance and operation of the park facilities.
