CITY COUNCIL AGENDA REPORT
City of Anaheim

COMMUNITY SERVICES DEPARTMENT
DATE: JULY 28, 2026
FROM: COMMUNITY SERVICES DEPARTMENT
SUBJECT: APPROVE A JOINT USE LICENSE AGREEMENT WITH CITY CHURCH OF ANAHEIM, INC., FOR DESIGNATED PARKING

LOT USE
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve a Joint Use License Agreement between City Church of Anaheim, Inc. and the City of Anaheim to provide designated parking lot use at City Church and Anaheim Central Library for an initial term of two years, with three additional one-year renewal options; and authorize the Director of Community Services, or designee, to execute and administer the Agreement on behalf of the City.

DISCUSSION:

City Church (Church), located at 701 West Broadway, and Anaheim Central Library (Library), located at 500 West Broadway, offer a natural partnership to help alleviate parking shortages during large events at each facility due to their proximity. On a typical Sunday, City Church needs approximately 30 additional parking spaces to accommodate the number of visitors to the church. Additionally, the Library is in need of overflow parking during special event programming that occurs several times per year.

A Joint Use License Agreement (Agreement) is proposed to allow parking under specific terms for both the Church and Library. The Agreement will allow the Library to provide 30 parking spaces on Sundays between the hours of 8:00 a.m. and 1:00 p.m. on a year- round basis. An additional 20 parking spaces may be utilized during the Church’s larger events and services with at least 30 days advanced written notice. In return, the Church will allow Anaheim to use its parking spaces for overflow parking during special events with at least 30 days advanced written notice to the Church.

The additional spaces at Central Library will help to minimize parking impacts in the neighborhood, while providing dedicated parking with minimal impact to Library programming. In return, during large events at the Library, when overflow parking is needed, the Church parking lot will be used to assist Library patrons with designated alternate parking.
