CITY COUNCIL AGENDA REPORT
City of Anaheim
DEPARTMENT OF PUBLIC WORKS
DATE: AUGUST 11, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: FINAL MAP AND SUBDIVISION AGREEMENT OF TRACT NO. 19335
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion, approve the Final Map and Subdivision Agreement for Tract No. 19335 with Meritage Homes of California, Incorporated, to create a one-lot condominium subdivision for the development of 53 multi-story townhome dwelling units, including private drive aisles, common open space amenities, and related site improvements, located at 2564 W. Broadway.
DISCUSSION:
Meritage Homes of California, Incorporated is the owner and developer of the proposed subdivision. The project site encompasses approximately 1.86 acres and consists of an existing warehouse building and associated surface parking area that has been demolished.
The site is bounded by Magnolia Avenue to the west, Broadway to the north, an existing residential tract to the south, and an existing residential property to the east.
The developer proposes to establish a 1-lot subdivision for condominium purposes to construct 53 multi-story townhomes with private drives via a final map, as required by the Subdivision Map Act. The Final Map No. is 19335 and contains 2.84 acres (gross area) and 1.86 acres (net area). The engineering for the development project is being provided by X Engineering & Consulting of Santa Ana, California.
The Tentative Map No. 19335 was approved by the City Planning Commission on May 5, 2025, per Resolution No. PC2025-011 to allow for the construction of the development project. The Final Map has been checked and found to be technically correct and substantially the same as it appeared on the Tentative Map as approved by the City Planning Commission.
As a condition of development, the developer is required to construct public improvements along the Magnolia Avenue and Broadway frontages. These improvements include, but are not limited to, landscape enhancements, reconstruction of sidewalks within the public right-of-way, and the installation of public sewer and storm drain facilities necessary to support the proposed subdivision and ensure compliance with City standards.
As part of the map approval, the developer is required to enter into a Subdivision Agreement (Agreement) with the City. Approval of the Agreement is necessary to ensure that the developer completes all public improvements to the property, and that Final Map and Subdivision Agreement of Tract No. 19335

the work is performed by the developer at its sole cost. The Agreement requires that the developer provides a security deposit for the cost of the improvements to ensure the new multistory townhomes will have the required infrastructure to service the development, and the developer has posted these bonds. In the event that the developer is not able to complete the work due to unforeseen circumstances, the City may utilize the security bond through the bonding entity to complete the improvements as directed by the City Engineer.
