CITY COUNCIL AGENDA REPORT
City of Anaheim

DEPARTMENT OF PUBLIC WORKS
DATE: AUGUST 11, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: SUBDIVISION AGREEMENT OF PARCEL MAP NO. 2025-135 ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion, approve the Subdivision Agreement for Parcel Map No. 2025-135 with Manchester Lincoln, LLC, associated with the proposed automobile dealership located at the northeast corner of Lincoln Avenue and Loara Street.

DISCUSSION:

The applicant and owner, Manchester Lincoln, LLC, a limited liability corporation, is requesting approval of a Subdivision Agreement to establish a condition of approval for a one-lot subdivision encompassing approximately 2.87 acres at 1515 W. Lincoln Avenue. The proposed subdivision will consolidate multiple parcels into a single parcel and abandon existing easements to facilitate the construction of an approximately 82,995-square-foot, four-story automobile dealership, together with surface parking, landscaped areas, and other associated site improvements. Primary vehicular access to the development will be provided from Lincoln Avenue.

Engineering services for the project are being provided by Jones, Cahl & Associates of Huntington Beach, California.

Tentative Parcel Map No. 2025-135 was approved by the City Planning Commission on December 15, 2025, pursuant to Resolution No. PC2025-050. The Parcel Map was subsequently reviewed and approved by the City Engineer and County Surveyor and recorded with the County. The Parcel Map was determined to be technically correct and in substantial conformance with the Tentative Parcel Map approved by the City Planning Commission.

A condition of approval of the Tentative Parcel Map requires that prior to approval of the Parcel Map, the developer executes and files a Subdivision Agreement between itself and the City and provides the necessary bonds securing the completion of the public improvements to be made in the subdivision which are normally completed and accepted after the approval of the Parcel Map. The developer is required to complete the public improvements on or before twelve months from the recordation date of the Parcel Map or in accordance with time extensions granted by the City Engineer.

All Tentative Parcel Map conditions of approval required prior to the Parcel Map approval have been met. The developer submitted the Parcel Map to the City for review along with the executed Subdivision Agreement and required improvement bonds. The Parcel Map has been checked and found to be technically correct and is substantially the same as the Tentative Parcel Map approved by the City Planning Commission.
