CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: AUGUST 11, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AWARD MASTER AGREEMENT WITH ONESOURCE SUPPLY
SOLUTIONS, LLC FOR ELECTRICAL CONNECTORS, FUSES,
AND OTHER COMPONENTS
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Award a Master Agreement with OneSource Supply Solutions, LLC for the purchase of electrical connectors, fuses, and other components (Master Agreement), at an average annual cost of $1,120,000 (with a cumulative not-to- exceed cost of $5,600,000) and applicable sales tax, for a one-year initial term and up to four one-year optional renewals; and
2. Authorize the Purchasing Agent, or designee, on behalf of the City of Anaheim (City), to execute the Master Agreement and all related or necessary documents related to the Master Agreement and to exercise the renewal options as appropriate.
DISCUSSION:
In January 2026, the City issued a competitive Request for Proposals (RFP) on the City's procurement portal to establish multi-year agreements for the procurement of electrical connectors, fuses, and other electric system components used to maintain and operate Anaheim's electric utility system. Staff structured the RFP to allow for multiple awards to improve product availability and supplier diversification over the course of the proposed multi-year agreements.
Proposals were received from three vendors: Anixter Inc. (dba WESCO) (Anixter) (Corona, CA); DENCO Fuses (Miami, FL); and OneSource Supply Solutions, LLC (OneSource) (San Diego, CA). Staff evaluated proposals based on factors including compliance with material specification requirements, competitive pricing, and lead time.
Following evaluation of the proposals, staff recommends the City Council award two vendors — OneSource and Anixter. OneSource is recommended as the sole awardee for the line items on which it submitted the lowest responsive bid. For certain line items where both OneSource and Anixter submitted responsive bids proposing different qualifying manufacturers, staff recommends award to both vendors to preserve supply Award Master Agreement with OneSource for Electrical Connectors, Fuses, and Other Components August 11, 2026
chain flexibility in the event of product or manufacturer disruptions. Attachment 2 to this staff report identifies the line items proposed for award to each vendor.
At this time, staff recommends that City Council approve the Master Agreement with OneSource. A separate Master Agreement with Anixter is currently under negotiation. If the parties successfully reach agreement on acceptable terms, staff will seek award through the appropriate procurement process at that time.
The OneSource Master Agreement contains an initial one-year term with up to four optional one- year renewals, for a maximum term of five years. The not-to-exceed contract amount of $5,600,000 reflects estimated usage over the full term of the Master Agreement. There is no guarantee or implied commitment to purchase any minimum quantity under the proposed Master Agreement; purchases will be made on an as-needed basis. To address potential market-driven price fluctuations over the multi-year term, the Master Agreement includes a price adjustment mechanism tied to changes in the Consumer Price Index for All Urban Consumers (CPI-U) and, for certain specialized electrical components, a composite index that also incorporates the Producer Price Index for Electrical Equipment Manufacturing.
IMPACT ON BUDGET:
Sufficient funds are included in APU’s Fiscal Year 2026/27 restricted Electric Utility fund budget, and future years will be subject to City Council’s approval of budget appropriations.
