CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: AUGUST 11, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AWARD MASTER AGREEMENT WITH WAXIE ENTERPRISES,

LLC A BRANDYPLUS COMPANY FOR JANITORIAL SUPPLIES

FOR THE ANAHEIM CONVENTION CENTER, ANAHEIM

PUBLIC UTILITIES, AND PUBLIC WORKS
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, in accordance with Council Policy 4.0:

1. Award Master Agreement Purchase Order 106-498764 to Waxie Enterprises, LLC, a Brady PLUS company dba Waxie Sanitary Supply (Waxie) for janitorial supplies for a one year term in an amount not-to-exceed $383,500 [$234,500 for the Anaheim Convention Center, $100,000 for Anaheim Public Utilities and $49,000 for Public Works], with two optional one-year renewals (annual contract amount for renewals will be based on prior year usage, subject to available budget appropriations); and

2. Authorize the Purchasing Agent or designee execute all necessary contractual documents and exercise renewal options in accordance with the terms of Omnia Partners Cooperative Agreement #152610.

DISCUSSION:

Anaheim Convention Center (ACC), Anaheim Public Utilities (APU) and Public Works have ongoing needs for a wide range of janitorial supplies, including paper products, disinfectants, cleaning solutions, gloves, and other sanitation items. Maintaining a reliable supply of these products is essential to ensuring that public facilities remain clean, safe, and operational for staff, visitors, and the general public.

The proposed master agreement purchase order (MA) with Waxie will allow both departments to purchase janitorial supplies on an as-needed basis while leveraging the pricing and terms established through the Omnia Partners cooperative agreement. This cooperative agreement was competitively solicited and awarded, and is valid through May 31, 2027, with the option to renew for up to two (2) additional one-year periods.

The not-to-exceed amount is based on anticipated usage by ACC and APU and allows the departments flexibility in responding to demand without disruption. There is no minimum purchase requirement, and purchases will be made as needed. Future MAs will be based on the spending amount of the prior fiscal year.

A cooperative contract will be utilized for this procurement as authorized by Council Policy 4.0 (Purchasing Procedures). Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies. Omnia Partners, a national public sector cooperative purchasing organization, makes its contracts available to other public agencies for use. The City will utilize Omnia Partners Contract No. 152610, Waxie, which was competitively solicited and awarded through a lead public agency procurement process. Use of this cooperative agreement reduces staff time, accelerates implementation, and enables the City to take advantage of pre‑established rates while maintaining compliance with applicable procurement requirements.

IMPACT ON BUDGET:

Sufficient funds are available in the Convention Center and Public Utilities Departments’ FY 2026/27 budget. Funding for subsequent renewal years is subject to budget appropriations.

Respectfully submitted, Concurred by,
Ed Segura Thomas Morton, Executive Director
Purchasing Agent Convention, Sports, and Entertainment
Rudy Emami
