10. Act 1 Construction, Inc., Norco, CA…………………………………….….$5,745,000.00

11. Environmental Construction, Inc., Woodland Hills, CA……………………$5,999,067.60

12. Legion Contractors Inc., Los Angeles, CA………………………………….$5,999,182.50 Urban Habitat is recommended for the construction award as the lowest responsive and responsible bidder. The bid price is lower than the engineer’s probable cost estimate of $4,600,000, which reflects the current bidding environment, appears to be reasonable, and is within the available funding. Liquidated damages are set for $5,750 per day.

The Project will develop an entirely new approximately 3-acre park located directly between Angel Stadium and the Santa Ana River Trail (SART). Once constructed, it will be the City’s 69th park. The site is currently a vacant, narrow property that was purchased from the County of Orange. Community Services staff worked with the community to develop a vision for this future park. Improvements will include, but are not limited to, a welcoming gateway, walking trail with footbridges, playground and exercise equipment, shade structures, security lighting, native planting, preservation of existing trees, public art, picnic seating, and other park amenities.

The Project was advertised on May 28, 2026, and twelve (12) bids were received on July 2, 2026. The Project specifications required that bidders submit a Statement of Qualifications with past projects of similar size and scope to be deemed responsive and responsible. Based on the information submitted on the Statement of Qualifications, staff determined that the lowest apparent bidder, Earthscapes Landscapes, did not meet the requirements of the Prime Contractor Construction Project Experience. Staff determined that the second-lowest bidder has met the minimum requirements. Construction is scheduled to begin in the fourth quarter of 2026 and is scheduled to be completed by the second quarter of 2027.

This Project supports the City’s Master Plan for River Park Development and Strategic Plan Goal C – Invest in Infrastructure and Amenities, Strategy 11 – Review and implement the Parks Master Plan, and Strategy 2 – Continue proactive pursuit of state and federal grants.
