CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: AUGUST 25, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AUTHORIZATION TO PURCHASE SELF-CONTAINED
BREATHING APPARATUS (SCBA) EQUIPMENT FOR
ANAHEIM FIRE & RESCUE
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion, in accordance with Council Policy 4.0:
1. Approve the issuance of a Purchase Order to L.N. Curtis & Sons in an amount not to exceed $2,889,677.96 for replacement of the self-contained breathing apparatuses (SCBAs) and related equipment used by Anaheim Fire & Rescue; and,
2. Authorize the Purchasing Agent, or their designee to execute all documents necessary to complete this purchase using discounted pricing under Sourcewell Cooperative Agreement No. 011824-LNC.
DISCUSSION:
Anaheim Fire & Rescue (AF&R) responds to over 40,000 calls for service each year.
AF&R firefighters rely on self-contained breathing apparatus (SCBA) to safely operate in hazardous or oxygen-deficient atmospheres, including structure fires, hazardous materials incidents, and confined-space and Urban Search and Rescue (USAR) operations.
Exposure to smoke, toxic gases, and oxygen-deficient atmospheres can quickly incapacitate an unprotected individual and significantly increase the long-term risk of cancer or fatal injury. SCBAs supply firefighters with clean, breathable air, allowing them to conduct fire suppression and, most importantly, perform victim rescue operations safely and effectively. The Department carries SCBAs on all front-line and reserve fire engines, trucks, rescue ambulances, command vehicles, and specialty apparatus.
The U.S. Fire Administration and National Fire Protection Association (NFPA) standards indicate SCBAs have a maximum service life of 15 years. AF&R's current SCBA inventory is at or approaching end-of-service life and must be replaced to maintain compliance with current NFPA standards and to ensure continued operational readiness.
The proposed replacement units are the MSA G1 Fire Service XR Edition SCBA, compliant with NFPA 1970, 2025 Edition.
Authorization to Purchase Replacement Self-Contained Breathing Apparatus August 25, 2026
AF&R's SCBA Research and Development (R&D) Committee evaluated multiple SCBA platforms available in the fire service marketplace and recommended standardizing the Department's inventory on the MSA G1 4500 model. The MSA G1 features a lightweight facepiece, frame, and air cylinder that improve firefighter comfort and reduce fatigue during extended emergency operations. The system incorporates integrated Bluetooth capability, noise- canceling technology, and a shoulder-mounted voice amplifier, enhancing communications in high-noise emergency environments. Every MSA G1 SCBA is also capable of serving as a Rapid Intervention Crew (RIC) trans-fill unit, allowing one SCBA cylinder to directly resupply air to another firefighter's SCBA in the field without requiring dedicated equipment. This increases operational flexibility, reduces rescue response time, and ensures trans-fill capability is always available on scene. The system also supports enhanced personnel accountability and integrates with Tablet Command, providing incident commanders with improved situational awareness and firefighter tracking.
Regional interoperability was also a key factor in the R&D Committee's recommendation. The MSA G1 platform is compatible with the equipment used by the Orange County Fire Authority (OCFA) and other major Southern California fire agencies. Because AF&R routinely operates alongside neighboring agencies during automatic aid, mutual aid, large-scale emergencies, and disaster responses, standardizing on the same SCBA platform allows firefighters from different agencies to seamlessly share emergency air supplies, operate under common procedures, and work together safely and effectively in hazardous environments.
A cooperative contract will be utilized for this procurement as authorized by Council Policy 4.0 (Purchasing Procedures). Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies. Using a cooperative agreement also streamlines the procurement process by relying on a competitively awarded contract, significantly reducing staff time and accelerating contract implementation.
IMPACT ON BUDGET:
Sufficient funds are available in the Fire & Rescue Department’s Fiscal Year 2026/27 Small Tools Fund budget.
Respectfully submitted, Concurred by,
Ed Segura Patrick Russell
Purchasing Agent Fire Chief
