CITY COUNCIL AGENDA REPORT
City of Anaheim
FINANCE DEPARTMENT
DATE: AUGUST 25, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: SECOND AMENDMENT TO AGREEMENT WITH WEST COAST
ARBORISTS, INC. FOR CITYWIDE TREE TRIMMING AND
POWER LINE CLEARANCE SERVICES
ATTACHMENT (Y/N): YES ITEM # 15
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1) Approve the Second Amendment to Agreement (Amendment) with West Coast Arborists, Inc. (WCA) for tree trimming and power line clearance services, increasing the annual not-to-exceed amount (NTE) from $3,956,096 to $5,429,111 and a 10% contingency for extra work, for the current Agreement term and the remaining four optional one-year renewal terms;
2) Authorize the Purchasing Agent, or designee, to execute the Amendment and any related documents and to take the necessary actions to implement and administer the Agreement.
BACKGROUND:
In November 2020, the City Council approved an Agreement with West Coast Arborists, Inc. (WCA) to provide citywide tree maintenance services for the Public Works, Anaheim Public Utilities, and Community Services Departments. The Agreement included an initial five-year term with five one-year optional renewals and established an annual amount of $3,767,711 based on the maintenance needs associated with approximately 46,000 street trees, 36,000 power line trees, and 7,000 park trees. The Agreement includes district pruning; tree planting and removals; power line clearance; pruning and removals; young tree care and watering; arborist services; maintenance of the existing tree inventory; plant health care treatments; and emergency response services.
In June 2023, the City executed the First Amendment to the Agreement, which updated WCA’s hourly rates and charges in accordance with the agreement’s pricing provisions.
While the amendment adjusted compensation rates to reflect increased labor and operating costs, it did not increase the annual agreement amount.
In December 2025, as part of the first optional renewal, staff evaluated the proposed renewal pricing in accordance with the agreement’s renewal provisions. Due to increases Second Amendment to Agreement with West Coast Arborists, Inc. for Citywide Tree Trimming and Power Line Clearance Services August 25, 2026
in the prevailing wage, a CPI renewal adjustment of 5% was implemented. This adjustment increased the annual agreement amount from $3,767,711 to $3,956,096.
DISCUSSION:
Tree maintenance service demands have continued to increase across departments due to expanded program needs, rising service levels, and evolving operational requirements. Staff has evaluated anticipated expenditures for the remainder of the current agreement, optional renewal terms, and determined that additional contract authority is necessary to ensure uninterrupted service delivery.
Accordingly, staff is requesting approval of a Second Amendment to the Agreement to increase the total not-to-exceed (NTE) amount by $1,473,015, which includes funding to support both Public Works and Anaheim Public Utilities (APU), increasing the annual NTE amount of the Agreement from $3,956,096 to $5,429,111.
Department Current NTE Requested Increase Proposed NTE
Public Works $1,500,000 $773,015 $2,273,015
Public Utilities $2,000,000 $700,000 $2,700,000
Community Services $456,096 $0 $456,096
Total NTE $3,956,096 $1,473,015 $5,429,111
Public Works is requesting an increase to the annual NTE amount by $773,015 to accommodate the continued growth in tree maintenance activities and associated service demands. The additional contract authority will support street tree pruning, annual palm pruning, and plant health care services. It will also fund tree removals and replacements associated with neighborhood improvement projects as well as an increased volume of routine and customer-requested tree maintenance. The requested increase will provide sufficient funding to support the City's urban forestry tree maintenance program throughout the remaining term of the Agreement.
Additionally, $700,000 of the requested increase is allocated to Anaheim Public Utilities (APU) to support ongoing power line clearance pruning and vegetation management necessary to maintain the safety and reliability of the City's electric system. The requested amount is based on expanded vegetation management within High Fire Threat Zones, increased standby and emergency response during wind events, and a growing volume of tree trimming services needed when replacing aging infrastructure. This additional contract authority will ensure adequate funding is available to meet APU's operational and regulatory requirements throughout the renewal period.
A 10% contingency is also being added to the Agreement under Extra Services to address unforeseen service needs or additional work that may arise during the remaining term of the Agreement.
