DATE: AUGUST 25, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AWARD PURCHASE ORDER WITH GOLDEN BELL
PRODUCTS, INC. FOR PEST CONTROL SERVICES FOR
SEWER MANHOLES
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:
That the City Council, by Motion:
1. Waive the sealed bid requirement of Council Policy 4.0 and award Master Agreement Purchase Order No. 106-499267 to Golden Bell Products, Inc., Orange, CA, in the amount of $364,000, for a two-year term, with the option to renew for up to three (3) additional one-year terms, for a total cumulative agreement amount not to exceed $1,038,570 over the potential five-year term, for as-needed sewer manhole pest control services for the Public Works Department. The total cumulative not-to-exceed amount assumes the exercise of all three optional renewal terms and the maximum allowable annual price adjustment of up to ten percent (10%) for each renewal term, subject to City approval and mutual agreement of both parties; and
2. Authorize the Purchasing Agent, or designee, on behalf of the City of Anaheim (City), to execute the Purchase Order and all related or necessary documents related to the Purchase Order and to exercise the renewal options as appropriate.
DISCUSSION:
The Public Works Department is responsible for maintaining approximately 13,000 sewer manholes located throughout the City. As part of this responsibility, the Department implements a proactive pest control program to minimize pest activity within the sewer system. Treatments are applied on a rotating schedule throughout the City, as well as spot treatments on an as needed basis in response to service requests, using a City-approved product that carries an 18-month warranty. The routine application of this product as part of the Department's ongoing maintenance program has proven effective in reducing pest activity, resulting in fewer resident service requests.
Award Purchase Order for Pest Control Services for Sewer Manholes August 25, 2026
The requested agreement amount is based on the number of sewer manholes requiring treatment, the established treatment schedule, and anticipated service needs over the proposed contract term.
The City-approved product, Insecta 45600-1, is an insecticidal latex coating and is the only registered product of its kind specifically labeled for cockroach control in sewer manholes. The product is manufactured in an Environmental Protection Agency (EPA) approved facility and is supplied as a ready-to-use, polymerized formulation that does not require field mixing. Insecta has been tested and utilized by the Orange County Sanitation District and has demonstrated effectiveness in meeting the manufacturer’s 18-month performance warranty.
The waiving of the sealed bid requirement is being requested due to Golden Bell Products, Inc. holding the exclusive rights within the State of California to distribute and apply Insecta 45600-
1. The company has maintained these sole-source distribution and application rights since 1997 and is expected to retain them through 2045. Because no other vendor is authorized to distribute or apply the City's approved product, Golden Bell is the only source capable of providing these specialized services.
In addition to its exclusive rights, Golden Bell possesses all licenses and certifications required to perform pesticide applications in sewer manholes. The company is licensed by the California Department of Pesticide Regulation, maintains a Qualified Applicator License (QAL) with the required Categories A and C, and holds a valid Pest Control Business License. Golden Bell also maintains all required registrations with county Agricultural Commissioners in each county where Insecta applications are performed.
The proposed agreement will be for a two-year base term with fixed pricing for the initial two years. Following the initial 2-year period, the agreement may be renewed for up to three (3) additional one-year terms upon the mutual agreement of both parties. For each optional renewal term, the vendor may request a price adjustment based on prevailing market conditions, including changes in labor, material, operating, or other applicable costs. Any proposed adjustment shall be subject to city approval and shall not exceed ten percent (10%) of the pricing in effect during the immediately preceding term.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department’s Fiscal Year 2026/27 Wastewater Fund budget. Future year renewals will be subject to Council’s approval of budget appropriations.
Respectfully submitted, Concurred by,
Ed Segura Rudy Emami
