CITY COUNCIL AGENDA REPORT
City of Anaheim
POLICE DEPARTMENT
DATE: AUGUST 25, 2026
FROM: POLICE DEPARTMENT
SUBJECT: PRESENTATION ON THE BLUE ENVELOPE PROGRAM
ATTACHMENT (Y/N): NO ITEM # 27
GOVERNMENT CODE § 84308 APPLIES: NO
REQUESTED ACTION:
That the City Council receive a presentation regarding the Anaheim Police Department's implementation of the Blue Envelope Program as part of its ongoing commitment to enhancing public safety and improving interactions between law enforcement officers and individuals with communication challenges, autism spectrum disorder (ASD), intellectual and developmental disabilities (IDD), and other cognitive conditions [informational item only].
BACKGROUND:
The Blue Envelope Program is a voluntary initiative designed to assist drivers and other community members who may experience communication challenges during traffic stops or other law enforcement contacts. Participants are provided with a blue envelope or other identifying items containing their driver's license or identification information, vehicle registration, proof of insurance, emergency contact information, or other optional communication guidance. Presentation of the envelope or item alerts responding officers that the individual may benefit from modified communication techniques, including providing step by step instructions, allowing additional time to respond during communication, and utilizing clear/direct language.
The program was formally unveiled at The Sensory with a Patch, a community event hosted by Anaheim’s Zion Lutheran Church held in partnership with Corazones Especiales (Special Hearts). During the event, parents were educated about the program and police dispatchers were present to update location history information. Moving forward, the police department will continue partnering with community groups to promote and provide information about the program. In addition, the police department will explore a web-based registration process via the current police department web page. Due to the tremendous success and feedback from this event, it will be held annually.
Blue Envelope Program information and literature are available at the front counter of the Anaheim Police Main Station, located at 425 S. Harbor Boulevard.
