CITY COUNCIL AGENDA REPORT
City of Anaheim

OFFICE OF THE CITY CLERK
DATE: AUGUST 25, 2026
FROM: OFFICE OF THE CITY CLERK
SUBJECT: APPROVAL OF LICENSE AGREEMENT FOR PLACEMENT

OF AN OFFICIAL BALLOT DROP BOX
(MAXWELL DOG PARK)
ATTACHMENT (Y/N): YES ITEM # 19
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve a License Agreement with the County of Orange Registrar of Voters for the installation, operation, and maintenance of an Official Ballot Drop Box for a five year term at Maxwell Dog Park (2660 W. Broadway).

DISCUSSION:

The California Voter’s Choice Act (VCA) was enacted in an effort to modernize elections in California by allowing counties to conduct elections under a new model, which provides greater flexibility and convenience for voters. The VCA became operative in Orange County in 2020, which required that all voters in the County receive a Vote-by-Mail ballot. Voters then have a choice to return their Vote-By-Mail ballot by mail, in-person at a Vote Center, or at any ballot drop box in the County. The VCA requires counties to provide at least one ballot drop box location for every 15,000 registered voters.

The ballot drop boxes are designed for outdoor placement in public locations and have preventative security measures such as anti-vandalism coating. Voters have the ability to deposit their ballot at any time at a ballot drop box starting 30 days before the election until 8:00 p.m. on Election Day. Ballot drop boxes are open 24 hours a day during the voting period, but are closed and secured during non-voting periods.

The City currently has eight (8) license agreements with the County of Orange for ballot drop boxes at the following locations:
 Anaheim Regional Transportation Intermodal Center, 2626 E. Katella Ave.  Boysen Park, 951 S. State College Blvd.
 Chaparral Park, 1770 W. Broadway Ave.
 East Anaheim Community Center, 8201 E. Santa Ana Canyon Rd.  Euclid Branch Library, 1340 S. Euclid St.
 Peralta Canyon Park, 115 N. Pinney Drive

 Ponderosa Park Family Resource Center, 320 E. Orangewood Ave.  Sage Park, 1313 W. Lido Place
In an effort to provide greater accessibility to ballot drop boxes within the City, an additional city-owned location was identified (Attachment No. 1 provides the location map for the proposed site):
 Maxwell Dog Park (2660 W. Broadway)
The County of Orange Registrar of Voters requests that the City enter into a License Agreement for the placement of the ballot drop box that would allow the County to place and maintain a ballot drop box at the selected location for a period of up to five years.

The County has taken measures to make the box as impervious to vandalism and damage as possible. However, should that occur, the County would remove or repair any vandalism or damage to the box. The City would not be responsible for the installation, maintenance, or removal of the ballot drop box.

IMPACT ON BUDGET:

There is no budgetary impact.

Respectfully submitted,
Theresa Bass
City Clerk
