DISCUSSION:
The City and the AMEA reached a tentative agreement on August 18, 2026 and was subsequently ratified by the bargaining unit on August 31, 2026. This unit represents approximately 32 part-time Police Cadet positions in the Police Department. The Police Cadet classification is intended to attract college students interested in gaining exposure to the various aspects of police work in preparation for a career in law enforcement.
The AMEA MOU expired on June 18, 2026. The proposed MOU provides for a competitive pay structure that takes into consideration current market rates that reflect the duties and responsibilities of the classification. Police Cadets perform a variety of duties thatsupport law enforcement functionsincluding, but not limited to, obtaining information from victims and witnesses, completing police reports, parking, enforcement, and traffic control.
Substantive provisions in the proposed MOU include the following:
Two-year term from June 19, 2026, through June 15, 2028; General wage adjustments provide for an increase of 4.0% retroactive to June 19, 2026 and 3.5% effective June 18, 2027 in year two of the contract; Increase bilingual pay to $1.05 per hour for qualified Police Cadets required to speak another language and $1.45 per hour for the assignment to speak and read and/or write in another language;
Adoption of Memorandum of Understanding between the City of Anaheim and AMEA, Police Cadet Unit September 22, 2026
Compensation at one and one half (1.5) times regular rate of pay for hours worked on holidays listed in the MOU;
Increase the maximum annual use of paid sick leave from 40 hours to 80 hours; and Five days of paid Bereavement Leave, with the ability to use such leave for one designated person per year with whom the employee has a significant personal relationship.
A redline copy of the MOU reflecting the changes is included with this report.
IMPACT ON BUDGET:
The financial impact is estimated to be $83,053 in Fiscal Year 2026/2027 and $119,140 in Fiscal Year 2027/2028. The Police Department has sufficient funding in the Fiscal Year 2026/2027 budget to support this recommendation
Respectfully submitted,
Linda N. Andal
Human Resources Director
