CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: SEPTEMBER 22, 2026
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: ADOPTION OF A MEMORANDUM OF UNDERSTANDING

BETWEEN THE CITY OF ANAHEIM AND THE SERVICE
EMPLOYEES’ INTERNATIONAL UNION, UNITED SERVICE

WORKERS WEST
ATTACHMENT (Y/N): YES ITEM # 14
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, adopt a Memorandum of Understanding establishing the terms and conditions of employment for classifications represented by the Service Employees’ International Union, United Service Workers West, effective, December 20, 2025 through December 19, 2028.

DISCUSSION:

The Memorandum of Understanding (“MOU”) between the City of Anaheim and the Service Employees’ International Union, United Service Workers West (“SEIUUSWW”), expired on December 19, 2025. Since April 2026, the City’s labor negotiator has worked under City Council authority to meet and confer with SEIU-USWW. The MOU presented for City Council consideration reflects the tentative agreement ratified by the SEIU-USWW members on September 2, 2026.

SEIU-USWW represents approximately 430 part-time employees in classifications including Alteration Worker, Cleaner/Setup Worker, Usher and Nurse that support the Anaheim Convention, Sports and Entertainment Department.

Major provisions of the agreement include:
 Term of MOU: Three (3) years, effective December 20, 2025 through December 19, 2028.
 Wages: A total wage increase of ten and one-half percent (10.5%) over the threeyear term of the contract:
o Three and one-half percent (3.5%) effective February 13, 2026; o Three and one-half percent (3.5%) effective December 18, 2026; and o Three and one-half percent (3.5%) effective December 17, 2027.

 Additional Step: One additional top step added to the salary schedule, effective the first pay period following Council adoption.
 Holiday Premium Pay: Addition of three (3) holidays:
o Presidents’ Day;
o Veteran’s Day; and
o Friday after Thanksgiving.
 Graveyard Differential: Increase the graveyard shift premium from fifty cents ($0.50) to one dollar ($1.00)
 Equipment Monitor: Increase the equipment monitor premium from one dollar ($1.00) to one dollar seventy-five cents ($1.75)
 Bilingual: Increase the bilingual from ninety cents ($0.90) to one dollar twenty-five cents ($1.25), with the qualifying language rewritten to cover speaking, reading, and/or writing a non-English language, including sign language.
 Bereavement Leave: Provide up to five (5) paid shifts of bereavement leave (not to exceed forty (40) hours) and permit employees to use such leave for one (1) designated person per calendar year with whom the employee has a significant personal relationship.  Temporary Upgrade: Allow employees to be paid at the highest salary step of the higherlevel classification, rather than the lowest step.

The tentative agreement also provides for clarifying language or new language on other issues of employment related to probationary periods, merit pay eligibility, sick leave, service pins, contracting out, and other administrative provisions. A redline copy of the MOU reflecting the agreed changes is included with this report.

IMPACT ON BUDGET:

The impact of the Teamsters MOU is estimated to be $1,452,835 in Fiscal Year 2026/27 and $5,223,158 over the three-year term of the agreement. Costs will be borne by the Anaheim Convention, Sports and Entertainment Enterprise Fund, and the department has sufficient appropriations in the Fiscal Year 2026/27 budget.

Respectfully submitted,
Linda N. Andal
Human Resources Director
