DATE: SEPTEMBER 22, 2026
FROM: PUBLIC UTILITIES DEPARTMENT
SUBJECT: AGREEMENT WITH IVOYANT LLC FOR SYSTEMS
INTEGRATION SOFTWARE AND SERVICES
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Approve a Software License and Services Agreement with iVoyant LLC (Ivoyant) for systems integration software licenses, implementation services, and support services (Agreement) with an initial term of five years and up to two optional fiveyear extensions, at a not-to-exceed cost of $1,080,000 for the initial term, and an annual support-services cost of $60,000 with a Consumer Price Index (CPI) escalator capped at 3% for each extension term year, plus a contingency for asneeded additional services not-to-exceed $100,000 per year (with unused balances carrying forward a maximum of one year); and
2. Authorize the Acting Public Utilities General Manager, or designee, on behalf of the City of Anaheim (Anaheim), to execute the Agreement, with any changes deemed nonmaterial by the City Attorney’s Office, and any related or implementing documents, including cost-neutral amendments, assignments, and documents contemplated by the Agreement, and to take such necessary or advisable actions to implement, fund, and administer the Agreement.
DISCUSSION:
At its meeting on August 26, 2026, the Public Utilities Board recommended that the City Council approve these actions.
Providing water and electricity to 350,000 residents and 20,000 businesses requires significant investment in multiple information systems to ensure smooth customer service, billing, data management, and communication. These systems include automated metering, a Customer Information System (CIS), an electronic payment system, and communication systems. In order to provide a seamless experience for customers these systems must communicate with one another and share information. Anaheim Public Utilities (APU) uses a system called an Enterprise Service Bus (ESB) in order to transfer and share data between these various and disparate systems.
In 2010 APU purchased and implemented an ESB from TIBCO Software, Inc. (TIBCO) through a competitive solicitation to integrate its various systems. Maintenance and support Agreement with iVoyant LLC for Systems Integration Software and Services September 22, 2026
services for the current ESB agreement with TIBCO ends in November 2027. Because the existing agreement will expire next year, APU issued a Request for Proposals (RFP) for a new ESB in May 2026. APU received 15 proposals in response. In accordance with Council Policy 4.1, APU evaluated the proposals based on ability to meet solution requirements and perform the requested services, qualifications, reasonableness of fees, demonstrated success, and the methods and techniques employed. After evaluating the proposals in accordance with the RFP criteria, APU selected the following four respondents to advance to Phase 2, which included presentations and demonstrations to further evaluate the solutions and services that best meet APU’s needs:
Vendor
Brite Systems, Inc.
Commerce Solutions, Inc.
iVoyant LLC
Umer & Company LLC
The multidepartment evaluation team rated the Ivoyant solution the highest. Ivoyant provides a modern systems integration software platform and possesses expert skills needed to migrate APU’s existing ESB to theirs. Ivoyant has successfully provided systems integration services to multiple Fortune 500 customers.
The Agreement provides a perpetual license to use the software for a one-time price of $300,000.
Ivoyant offers implementation services for $480,000, which includes jointly working with APU to migrate its existing ESB to the new platform. The Agreement includes annual maintenance and support services for $60,000 per year, fixed for the initial agreement term of 5 years and then subject to annual increases for the lesser of the U.S. CPI or 3%. To make system improvements, automate additional business processes, and adapt to changes to meet APU needs in providing services to its customers, the Agreement includes an allowance for additional services in an annual amount not to exceed $100,000 plus any unused balance from the prior year.
The Agreement supports the Citywide Strategic Plan, Goal D – Foster a High-Performing Organization, Strategy 7 – Assess current technology to identify gaps and needs within City operations to better serve the community.
IMPACT ON BUDGET:
APU’s Fiscal Year 2026/27 restricted Electric Utility Fund budget contains sufficient funds for the agreement, with future years subject to City Council’s approval of budget appropriations.
Respectfully submitted,
Brian Beelner
Acting Public Utilities General Manager
