City of Anaheim

POLICE DEPARTMENT
DATE: SEPTEMBER 22, 2026
FROM: POLICE DEPARTMENT
SUBJECT: ACCEPTING DONATION FROM THE ANAHEIM POLICE

DEPARTMENT FOUNDATION FOR THE PURCHASE OF

MOUNTED ENFORCEMENT UNIT EQUIPMENT
ATTACHMENT (Y/N): NO ITEM # 08
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Approve and authorize the Chief of Police, or his designee, to accept a donation, in the amount of $100,000 received from the Anaheim Police Department Foundation, which is a non-profit 501(c)(3) tax organization, for the purchase of equine stables and care equipment, associated parts, services and warranty for the Police Department’s Mounted Enforcement Unit; and

2. Increase the Police Department’s Fiscal Year (FY) 2026/27 General Fund Expense Budget by $100,000.

DISCUSSION:

The Anaheim Police Department Foundation is an independent nonprofit organization that provides critical resources to support the Anaheim Police Department’s mission to maintain a safe community in which to live, work, and play.

Foundation funding directly enhances the department’s ability to prevent and address crime, maintain a high-performing organization, and strengthen community relationships by meeting supplemental operational needs. The Foundation prioritizes needs that are particularly challenging or complex because of limited funding opportunities.

In this instance, the Foundation’s intent is to support the Anaheim Police Department’s Mounted Enforcement Unit, which has been developing a local training facility equipped with state-of-the-art resources, equine care facilities, and a classroom. The facility will provide a dedicated location for equine-team development and training while enhancing operational capabilities. These resources support crime prevention and deterrence, directed enforcement, and crowd-control operations across the city, making them invaluable.

The Anaheim Police Department Foundation recently secured $100,000 from various donors to help the department acquire the necessary resources and establish an Accepting donation of $100,000 from the Anaheim Police Department Foundation September 22, 2026

appropriate facility within the city. This initiative supports the Foundation’s mission and complies with City of Anaheim Administrative Regulation No. 330. The donation demonstrates the City’s commitment to responsible financial stewardship. Investing in equine stables and related equipment enhances public safety and organizational excellence by strengthening the Anaheim Police Department’s Mounted Unit.

IMPACT ON BUDGET:

The Police Department’s FY 2026/27 General Fund Expense Budget will be increased by $100,000.

Respectfully submitted,
Manny Cid
Chief of Police
