CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING AND COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: SEPTEMBER 22, 2026
FROM: HOUSING AND COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: FISCAL YEAR 2025/2026 CONSOLIDATED ANNUAL

PERFORMANCE AND EVALUATION REPORT (CAPER)
ATTACHMENT (Y/N): YES ITEM # 06
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion, approve the Fiscal Year 2025/2026 Consolidated Annual Performance and Evaluation Report (CAPER), in substantial form, authorize de minimis changes to the CAPER as determined by the Director of Housing and Community Development, and direct staff to submit the CAPER to the U.S.

Department of Housing and Urban Development (HUD).

BACKGROUND:

The City of Anaheim receives yearly funding from the U.S. Department of Housing and Urban Development (HUD) and administers four key HUD programs:
 Community Development Block Grant (CDBG)
 HOME Investment Partnerships Program (HOME)
 Emergency Solutions Grant (ESG)
 Housing Opportunities for Persons with AIDS (HOPWA)
As a recipient of HUD funding, federal regulation requires the City to have an established Consolidated Plan. This five-year long-range plan outlines the City’s priorities for the use of HUD funding. Each year, an Annual Action Plan is developed to outline specific projects and activities that align with the Consolidated Plan’s goals.

In accordance with federal expectations, the City must submit a Consolidated Annual Performance and Evaluation Report (CAPER) within 90 days of the close of each program year. This report details the City’s yearly accomplishments and progress made on projects that the City funded under the four programs for that fiscal year (FY). The city currently evaluates these goals and accomplishments against the goals and objectives outlined in the 2025-2029 Consolidated Plan and the corresponding FY 2025/2026 Annual Action Plan.
