CITY COUNCIL AGENDA REPORT
City of Anaheim
OFFICE OF THE CITY CLERK
DATE: SEPTEMBER 22, 2026
FROM: OFFICE OF THE CITY CLERK
SUBJECT: 2026 LOCAL AGENCY BIENNIAL NOTICE
ATTACHMENT (Y/N): YES ITEM # 07
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION
That the City Council, by Motion, receive and file the Fair Political Practices Commission 2026 Local Agency Biennial Notice advising that the City’s Conflict of Interest Code is currently under review.
DISCUSSION:
The Political Reform Act requires all local agencies to file a biennial notice with the City Council, the code reviewing body, by October 1, 2026, advising whether any amendments to the City’s Conflict of Interest Code are necessary. Following the receipt and filing of the 2026 Biennial Notice, staff will provide sufficient notice of the revisions, if necessary, and present the revised Code for City Council consideration and approval no later than December 31, 2026.
The City’s Conflict of Interest Code is currently under active review by staff. This review process identifies whether amendments are required due to the creation of new employee positions, changes to existing job descriptions, structural department reorganizations, or updates to FPPC disclosure regulations. Positions designated within the City's Code must complete and file the FPPC Form 700 (Statement of Economic Interests). Designated filers are legally mandated to report personal financial interests corresponding to their assigned disclosure categories.
The City adopted its first Conflict of Interest Code in 1988, which combined all city departments, consisting of standard provisions contained in Section 18730 of Title 2 of the California Code of Regulations, adopted by the Fair Political Practices Commission.
The City has since reviewed and amended its code at least every two years thereafter.
IMPACT ON THE BUDGET:
There is no budgetary impact.
