RECOMMENDATION:
That the City Council, by Motion:
1. Award Master Agreement Purchase Order No. 106-499266 (MA) to W.W.
Grainger, Inc. for the purchase of Maintenance, Repair, And Operation (MRO) Supplies Parts, Equipment and Materials for Citywide use, for a one year term in an amount not to exceed $650,000, with two optional one-year renewals (annual contract amount for renewals will be based on prior year usage, subject to available budget appropriations); and
2. Authorize the Purchasing Agent, or designee, on behalf of the City of Anaheim (City), to execute the MA and exercise renewal options in accordance with the terms of Omnia Partners Cooperative Agreement # 2018.000207.
DISCUSSION:
City departments have an ongoing need for MRO supplies and equipment to perform essential services for the community. The availability of these materials directly impact the ability to maintain City infrastructure, conduct emergency repairs to ensure public safety and equip first responders with tools and materials necessary for emergency responses.
By utilizing the Omnia Partners agreement with Grainger the City can leverage economies of scale and pre-negotiated pricing, offering the City substantial cost savings compared to ad hoc purchases without pre-determined discounts.
The proposed master agreement purchase order with Grainger will allow departments to purchase janitorial supplies on an as-needed basis while leveraging the pricing and terms established through the Omnia Partners cooperative agreement. This cooperative agreement was competitively solicited and awarded, and is valid through June 30, 2027, with the option to renew for up to two (2) additional one-year periods. The MA will be broken down as follows:

Approval of the MA with Grainger will ensure City departments can maintain essential operations effectively and efficiently. Utilizing cost saving cooperative agreement to obtain MRO needs.
A cooperative contract will be utilized for this procurement as authorized by Council Policy 4.0 (Purchasing Procedures). Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies. Omnia Partners, a national public sector cooperative purchasing organization, makes its contracts available to other public agencies for use. The City will utilize Omnia Partners Contract No. 2018.000207, which was competitively solicited and awarded through a lead public agency procurement process. Use of this cooperative agreement reduces staff time, accelerates implementation, and enables the City to take advantage of pre‑established rates while maintaining compliance with applicable procurement requirements.
IMPACT ON BUDGET:
Sufficient funds are available in the respective department’s FY 2026/27 budgets.
