CITY COUNCIL AGENDA REPORT
City of Anaheim
HUMAN RESOURCES DEPARTMENT
DATE: SEPTEMBER 22, 2026
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: CLASSIFICATION OR COMPENSATION CHANGES
ASSOCIATED WITH THE CREATION, DELETION, OR
MODIFICATION OF NON-REPRESENTED NON-SWORN
MANAGEMENT AND NON-REPRESENTED PART-TIME
CLASSIFICATIONS
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council:
1. By Resolution, adopt the revised Personnel Rules covering Non-Represented FullTime and Part-Time Employees, for the purpose of creating, deleting and/or modifying certain non-represented classifications, terms and conditions of employment, and related salary schedules, effective the pay period beginning September 25, 2026; and
2. By Motion, increase the Fiscal Year 2026/27 General Fund budget by $325,000.
DISCUSSION:
In accordance with Section 1.05.020 of the Municipal Code, the Human Resources Director is responsible for the maintenance of a personnel system comprised in part by a position classification plan and a plan of compensation. On an ongoing basis, individual job classifications are reviewed and modified to ensure they remain current with emerging technology, organizational changes, and labor market trends within specific occupations.
This occasionally requires adding and/or revising classifications to meet operational needs or eliminating classifications that have become obsolete.
Staff conducted a review of Non-Represented Part-Time classifications that included market analysis, structure alignment and internal equity considerations. In accordance with Section 1.05.020 of the Municipal Code, the Human Resources Director, with concurrence from the impacted departments, recommends that the following classifications be created, modified, and deleted based on the following:
The Part-Time classification of Convention Center Relief Events Supervisor is recommended to be retitled to Part Time Assistant Event Coordinator I and Part Time Classification And Compensation Changes
September 22, 2026
Assistant Event Coordinator II. The creation of a classification series will support greater internal growth, operational distinction in responsibilities, and aid in the City’s recruitment and retention efforts of Convention Center staff. Further, the creation of salary steps at an hourly rate of $26.69 - $28.32 and $29.36 – $31.15, respectively (Steps 01-03) will not only provide for internal growth opportunities, but will also place the compensation at the 75th percentile of the labor market. The cost to implement this recommendation is approximately $88,000 for FY 2026/27.
The Recreation Leader I and Recreation Leader II within the City’s Community Services Department deliver direct, on-site program implementation and public supervision across municipal parks, community centers, youth centers, and seasonal camps. Employee retention is vital to maintaining operational continuity and ensuring high service-delivery standards across the City’s Community Services programs. To continue competitive recruitment, retention, and incentive to advance within the recreation series, staff recommends adjusting the four step range to an hourly rate of $16.90-$18.47 and $18.59-$20.31, respectively (Steps 1 - 4). This adjustment provides greater flexibility in staffing, and enhance the delivery of services to the community. The cost to implement this recommendation is approximately $325,000 for FY 2026/27.
To address the department’s expanding needs, staff recommends the creation of the classification series Human Resources Information System Analyst I and II at the XCR08 and XCR10 ranges, respectively. This classification will provide direct professional level support to the unrepresented Human Resources Business System Administrator and perform confidential duties specifically in the Employee Relations Division that include access and preparation of collective bargaining information for all City bargaining units. This recommendation will not add to the department’s full-time position count and therefore has no budgetary impact.
Further, to ensure the City’s classification and compensation system remains updated, reflecting current operational needs, demands, and structure, staff recommends deleting the following obsolete part time unrepresented classifications:
Title Code Title
C46 Box Office Treasurer
C47 Assistant Box Office Treasurer
P37 Park Programs Coordinator
J97 Parking Citation Hearing Officer
Human Resources continues to actively review the City’s classification and compensation structure in coordination with departments and labor partners.
City Council’s approval of the foregoing will provide greater flexibility in staffing, more accurately reflect the work being performed, and enhance the delivery of services to the city and community.
Classification And Compensation Changes
September 22, 2026
IMPACT ON BUDGET:
The impact of the proposed changes are estimated to be $413,000 in Fiscal Year 2026/27. The Community Services General Fund budget will be increased by $325,000. Sufficient funds are available in the FY 2026/27 Convention, Sports and Entertainment Enterprise Fund budget.
Respectfully submitted,
Linda N. Andal
Human Resources Director
