Department of Housing and Urban Development for Community Services Department Projects September 29, 2026
DISCUSSION:
The City of Anaheim (City) has been selected to receive federal Community Project Funding (CPF) grant funds administered by the U.S. Department of Housing and Urban Development (HUD) for projects led by the Community Services Department. CPF is congressionally directed funding included in federal appropriations legislation for specific local projects that meet identified public needs. The Community Services Department is the lead department for the following CPF awards:
Fiscal Year
Funding
Project Title Grant Award
FY 2024 OC River Walk Multi-modal Bridge $1,666,279
FY 2026 OC River Walk Impoundments $1,200,000
FY 2026 Boysen Park Expansion, Improvements, and Facility Development and Construction $1,000,000
These awards were secured through the federal appropriations process, following requests submitted to Congressmember Lou Correa’s office for consideration and advancement through the Subcommittee on Transportation, Housing and Urban Development, and Related Agencies.
HUD requires each grant recipient to identify an authorized representative with authority to execute grant agreements and related documents on behalf of the recipient.
Designating the Director of Community Services, or designee, as the authorized representative for Community Services Department-led projects will allow the City to complete HUD’s grant acceptance and administrative requirements in a timely manner, avoid unnecessary delays in obligating and receiving funds, and support efficient project delivery. The Community Services Department will continue to work with the City Manager’s Office to review, prioritize, and advance eligible City projects for future CPF consideration. Additionally, all projects will be included in the proposed Capital Improvement Program as part of the annual budget process for City Council consideration and approval.
CPF awards administered by HUD typically do not require a non-federal share or local match.
Accordingly, acceptance of these funds will not require the City to commit additional General Fund or other local funding, unless otherwise previously identified and approved by the City Council. Budget appropriations will be adjusted to recognize grant revenue and corresponding project expenditures in an amount equal to the CPF grant funds awarded.
The requested authorization would apply to the three current CPF awards identified above, as well as future HUD-administered CPF awards for projects led by the Community Services Department. Staff are also requesting authorization to accept such awards without returning to City Council for additional approval, provided that the award does not require a local match or other City funding commitment that has not already been approved by the City Council through the annual budget process and/or specific contract awards. Approval of the recommended actions will streamline the City’s administration of CPF awards, support continued pursuit of federal funding opportunities for priority community-serving projects, and ensure the City is positioned to meet HUD grant execution and compliance requirements.
Delegate Authority to the Director of Community Services to Submit to and Accept Community Project Funding Grants from the U.S.

ENVIRONMENTAL DETERMINATION:
Staff have determined that the proposed Resolution does not result in any binding commitment by the City to authorize or advance any development activity, will not result in a direct or indirect physical change in the environment, and does not constitute an “approval” of a “project” as defined by CEQA. The Resolution authorizes the Director to execute documents and take actions necessary and advisable to obtain grant and rebate funding, which will not commit the City to any development activity. As such, the Resolution is not subject to CEQA pursuant to sections 15004(b)(4), 15060(c)(2)-(3), 15061(b)(3), 15352(a), and 15378(b) of the CEQA Guidelines.
If the City of Anaheim implements a project pursuant to these grants in the future, it will be determined whether such project is subject to, or exempt from, CEQA. If the project is determined to be exempt, the City will file a Notice of Exemption with the County Clerk. If such project does not qualify for an exemption from CEQA, staff will submit the appropriate CEQA documentation (e.g., Mitigated Negative Declaration, Environmental Impact Report) to the City Council for consideration.
IMPACT ON BUDGET:
Community Project Funding grant awards administered by HUD do not require a local match.
Upon award and execution of any applicable grant agreement, the annual budget of the City of Anaheim will be amended to increase revenue and expenditures in an amount equal to the grant funds awarded.
Respectfully submitted,
Sjany Larson-Cash
Director of Community Services
