DEPARTMENT
DATE: SEPTEMBER 29, 2026
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: RESOLUTION APPROVING THE WORKFORCE INNOVATION
AND OPPORTUNITY ACT SUBGRANT AGREEMENT WITH
THE STATE OF CALIFORNIA
ATTACHMENT (Y/N): YES ITEM # 10
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council:
1. By Resolution, approve the new Workforce Innovation and Opportunity Act Subgrant Agreement between the City of Anaheim and the State of California, for Subgrant No. AA711002, for the term April 1, 2026 through June 30, 2028, in the amount of $2,898,629; authorize the City Manager to execute and administer the agreement; and determine that approval of the agreement is exempt from the provisions of the California Environmental Quality Act (CEQA) pursuant to CEQA Guidelines Sections 15060(c)(3), 15061(b)(3), and 15378(b)(4); and
2. By Motion, increase the Housing & Community Development Department’s FY 2026/27 budget by $245,500 to reflect the difference between the adopted FY 2026/27 budget and the award amount.
DISCUSSION:
The City of Anaheim is a governor-designated Local Workforce Development Area as defined under the federal Workforce Innovation and Opportunity Act (WIOA). As a Local Area, the City receives an annual allocation of federal funds under the WIOA to provide a range of services to adult, dislocated worker, and youth job seekers including job search assistance, resume and interview preparation, career assessment, occupational skills training, and on-the-job training. This funding also supports the operation of the America’s Job Center of California (AJCC), known as the Anaheim Workforce Connection, and the production of local job fairs. Additionally, it funds Rapid Response and layoff aversion services such as responding to plant closings and mass layoffs, outreaching to laid-off workers with offers of reemployment assistance, and coordinating with employers to minimize the negative impacts of layoffs.
A Resolution Approving the Workforce Innovation and Opportunity Act Subgrant Agreement with the State of California September 29, 2026
The State provides Workforce Innovation and Opportunity Act (WIOA) program funding to the City through a Subgrant Agreement. WIOA funding is awarded in two sets of allocations, each tied to a different federal fiscal year. This structure allows local workforce areas to plan and budget as funding transitions between federal fiscal years. The initial allocations provided through the Subgrant Agreement total $1,188,275.
Although the term of the Subgrant Agreement began April 1, 2026, the State did not transmit the master agreement to the City until after the State’s FY 2026/27 budget took effect on July 1, 2026.
A second set of allocations for Adult, Dislocated Worker, and Rapid Response activities, totaling $1,710,354, is forthcoming and will be incorporated into the Subgrant Agreement through a unilateral modification. Based on preliminary notice from the California Employment Development Department, the City anticipates receiving $596,256 for Adult activities, $781,366 for Dislocated Worker activities, and $332,732 for Rapid Response and Layoff Aversion activities. Together, the initial and forthcoming allocations total $2,898,629.
The City Council-adopted FY 2026/27 budget for Workforce Development included $2,653,129 in anticipated WIOA revenue. Because the State had not provided the City’s final allocation when the budget was prepared, this amount was based on a level-funding assumption. The total Program Year 2026–27 award of $2,898,629 exceeds the adopted budget by $245,500. Staff therefore recommends increasing the Housing and Community Development Department’s FY 2026/27 revenue and expenditure appropriations by $245,500 to align the budget with the grant award.
IMPACT ON BUDGET:
Increase the Housing and Community Development Department’s FY 2026/27 revenue and expenditure appropriations by $245,500. The funds are restricted to eligible WIOA program activities.
Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing and Community Development
