CITY COUNCIL AGENDA REPORT
City of Anaheim

HOUSING & COMMUNITY DEVELOPMENT

DEPARTMENT
DATE: SEPTEMBER 29, 2026
FROM: HOUSING & COMMUNITY DEVELOPMENT DEPARTMENT
SUBJECT: RESOLUTION APPROVING THE WORKFORCE INNOVATION

AND OPPORTUNITY ACT ON-THE-JOB TRAINING PROGRAM

CONTRACT AND TRAINING PLAN
ATTACHMENT (Y/N): YES ITEM # 11
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, approve the Workforce Innovation and Opportunity Act (WIOA) On-the-Job Training Contract and Training Plan template for use with participating employers; authorize the Workforce Development Manager to execute agreements substantially in the approved form on behalf of the City; and determine that this action is exempt from the California Environmental Quality Act (CEQA) pursuant to Guideline Sections 15060(c)(3), 15061(b)(3), and 15378(b)(4).

BACKGROUND:

The City of Anaheim administers WIOA-funded workforce training programs that connect job seekers with employers, including On-the-Job Training (OJT). OJT allows the City to reimburse participating employers for a portion of wages paid to eligible trainees as they gain occupation-specific skills through hands-on training.

Under the current process, an employer enters into an OJT contract with a not-to-exceed amount based on estimated training activity. When actual hiring differs from those estimates, contract amounts can significantly exceed actual use. In addition, the agreement's length, insurance requirements, and approval routing can take four to six weeks to complete, delaying the hiring and training of an eligible candidate.

Federal guidance encourages workforce agencies to streamline OJT employer onboarding and reduce administrative barriers while maintaining required WIOA program and fiscal controls.

DISCUSSION:

Staff proposes revising the OJT contracting process to reduce processing time, make participation easier for employers, and respond more effectively to immediate hiring needs. The proposed changes are summarized below:

Resolution – On-the-Job Training Contract and Training Plan September 29, 2026

Page 2 of 2 ends

 Streamlined agreement: The agreement has been condensed to the essential WIOA-required terms, making it easier for employers to review and execute.  Updated insurance requirements: Insurance provisions have been revised to reflect the nature of OJT placements and align with the requirements used by comparable public workforce agencies.
 Faster approval process: Agreements may be signed by the employer's Human Resources Director or another designated executive with hiring or contracting authority and by the City's Workforce Development Manager. This change removes approval steps that previously added weeks to the process while retaining appropriate authorization by both parties.
 Agreement issued for each trainee: Rather than establishing an estimated not-to-exceed amount for anticipated future activity, the City will issue an agreement for each employee or trainee. Each agreement will identify the training period, wage reimbursement level, and scope of training. This approach aligns the contract amount with actual employer activity and provides clearer documentation for each placement.

Collectively, these changes are expected to reduce agreement processing from four to six weeks to a few days. Faster execution will allow employers to hire eligible participants more promptly and improve the City's ability to achieve federal performance goals for job placements and training outcomes.

The proposed action supports City Strategic Plan Goal F, Promote Economic Development and Tourism, and Strategy 6, form partnerships that strengthen workforce development.

IMPACT ON BUDGET:

The proposed action has no impact on the City budget.

Respectfully submitted,
Grace Ruiz-Stepter
Director of Housing and Community Development
