CITY COUNCIL AGENDA REPORT
City of Anaheim

HUMAN RESOURCES DEPARTMENT
DATE: SEPTEMBER 29, 2026
FROM: HUMAN RESOURCES DEPARTMENT
SUBJECT: CLASSIFICATION AND COMPENSATION CHANGES

ASSOCIATED WITH THE CREATION, DELETION, OR

MODIFICATION OF CLASSIFICATIONS ASSIGNED TO THE

AMERICAN FEDERATION OF STATE, COUNTY, AND
MUNICIPAL EMPLOYEES, LOCAL 2002, GENERAL
MANAGEMENT UNIT, EFFECTIVE OCTOBER 9, 2026
ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Resolution, approve the classification and compensation associated with the creation, deletion or modification of classifications and related amendments to the salary ranges assigned to the American Federation of State, County, and Municipal Employees, Local 2002 (“AFSCME”), General Management Unit, effective October 9, 2026.

DISCUSSION:

Chapter 1.05 of the Anaheim Municipal Code establishes the City’s Personnel System and vests the Human Resources Director with the responsibility for ensuring the appropriateness of classifications based upon the type and level of duties and responsibilities performed. On an ongoing basis, individual job classifications are reviewed and modified to ensure they remain current with emerging technology, organizational changes, and labor market trends within specific occupations. This occasionally requires adding and/or revising classifications to meet operational needs or eliminating classifications that have become obsolete.

In accordance with Section 1.05.020 of the Municipal Code, the Human Resources Director concurs with the department’s requests and recommends that the following classifications be created, modified, and deleted based on the following:

Metro Net provides emergency fire and emergency medical dispatch services for Anaheim and six other member agencies of the Metro Cities Joint Powers Authority (JPA). As emergency communications continue to evolve in complexity, the Center's organizational structure should also evolve to ensure operational excellence, effective leadership, and continued high-quality service to Anaheim, Brea, Fountain Valley, Classification and Compensation Changes, AFSCME, General Management Unit September 29, 2026

Fullerton, Huntington Beach, Newport Beach, and the City of Orange, as well as the communities they serve.

The proposed classification changes are intended to strengthen operational oversight while better aligning the Center’s leadership structure with industry best practices employed by comparable regional fire communications centers, such as the Verdugo Fire Communications Center, Ontario Fire Communications, and Metropolitan Fire Communications (Los Angeles agencies), all of which have sworn Command Staff serving as Chief Officers of their respective Dispatch Centers.

Fire Communications Administrator
The creation of this classification will establish a level of management between the Fire Communications Supervisor and the Chief Officer and is more appropriately aligned with the operational and administrative responsibilities for Metro Net.

The Fire Communications Administrator (“Administrator”) will provide high-level support to the Chief Officer and oversee the day-to-day administrative operations of the communications center, including personnel management, training coordination, policy implementation, budgeting, quality assurance, and organizational planning.

Staff recommends establishing the Administrator salary range at XCR14 provided the level and breadth of responsibility associated with the classification, including the support provided to the JPA cities. This classification will fill the vacancy previously held by a higher classification. Given the restructuring and splitting responsibilities with sworn management, this new classification will not add to the department’s full-time position count.

Fire Communications Supervisor
Consistent with Phase II of the citywide classification and compensation study, staff evaluated job responsibilities to determine appropriate compensation alignment and any compression and compaction. As a result, it was determined that consolidating the Fire Communications Administration Supervisor and Fire Communications Operations Supervisor classifications into a single classification, titled Fire Communications Supervisor (“Supervisor”) and adjusting the salary range to XCR11 was commensurate to the responsibilities of the position. Further, this action is consistent with placing the classification at the 75th percentile while supporting recruitment and retention and addressing compression between support staff.

As such, staff recommends deleting the following classifications which will now be obsolete:

281 Fire Communications Administration Supervisor
N18 Fire Communications Operations Supervisor

Overall, the proposed classification and compensation changes provide enhanced operational leadership, improved training capabilities, and stronger alignment with regional best practices while maintaining fiscal responsibility with no increase in authorized full-time equivalent positions. The JPA Board and agencies are supportive of the restructure. The City has met with AFSCME, as required, and AFSCME supports the recommendations related to the changes in classifications and compensation.

IMPACT ON BUDGET:

Changes to the classifications and compensation recommendations have no impact on the Fiscal Year 2026/27 General Fund.

Respectfully submitted,
Linda N. Andal
Human Resources Director
