ANAHEIM CITY COUNCIL
SPECIAL MEETING OF SEPTEMBER 21, 2026
The special meeting of September 21, 2026 was called to order at 8:01 a.m. in the Council Chamber of Anaheim City Hall, located at 200 South Anaheim Boulevard. The special meeting notice, agenda, and related material were duly posted on September 17, 2026.
MEMBERS PRESENT: Mayor Ashleigh E. Aitken and Council Members Ryan Balius, Norma Campos Kurtz, Kristen M. Maahs, and Natalie Meeks.
Mayor Pro Tem Carlos A. Leon and Council Member Natalie Rubalcava joined the meeting during Closed Session.
STAFF PRESENT: Interim City Manager Greg Garcia, City Attorney Robert Fabela, and City Clerk Theresa Bass
ADDITIONS/DELETIONS TO CLOSED SESSION: None
PUBLIC COMMENTS ON CLOSED SESSION ITEMS: City Clerk Bass announced that there were no in-person, remote speakers, or electronic public comments related to the Closed Session items.
CLOSED SESSION: At 8:02 a.m., Mayor Aitken recessed to closed session at the Anaheim West Tower.

Council Member Rubalcava left the meeting at 5:31 p.m.
At 5:32 p.m., Mayor Aitken reconvened the Anaheim City Council in the Council Chamber.
REPORT ON CLOSED SESSION ACTIONS: None
ADJOURNMENT: With no further business before the Council, Mayor Aitken adjourned the City Council at 5:32 p.m. to a Special Meeting scheduled for September 22, 2026 at 8:00 a.m.
