ANAHEIM CITY COUNCIL
SPECIAL MEETING OF SEPTEMBER 22, 2026
The special meeting of September 22, 2026 was called to order at 8:33 a.m. in the Council Chamber of Anaheim City Hall, located at 200 South Anaheim Boulevard. The special meeting notice, agenda, and related material were duly posted on September 17, 2026.
In the absence of Mayor Aitken and Mayor Pro Tem Leon, City Clerk Theresa Bass called for the nomination of a Council Member to serve as Chair for the meeting.
NOMINATION: Council Member Kurtz nominated Council Member Meeks to serve as Chair for the meeting, seconded by Council Member Balius. ROLL CALL VOTE: AYES – 4 (Council Members Balius, Kurtz, Maahs, and Meeks); NOES – 0; ABSENT – 3 (Mayor Aitken and Council Members Leon and Rubalcava)
Without objection, Council Member Meeks served as Chair for the meeting.
MEMBERS PRESENT: Council Members Ryan Balius, Norma Campos Kurtz, Kristen M.
Maahs, and Natalie Meeks.
Mayor Ashleigh E. Aitken, Mayor Pro Tem Carlos A. Leon, and Council Member Natalie Rubalcava joined the meeting during Closed Session.
STAFF PRESENT: Interim City Manager Greg Garcia, City Attorney Robert Fabela, and City Clerk Theresa Bass
ADDITIONS/DELETIONS TO CLOSED SESSION: None
PUBLIC COMMENTS ON CLOSED SESSION ITEMS: City Clerk Bass announced that there were no in-person, no remote speakers, or electronic public comments related to the Closed Session items.
CLOSED SESSION: At 8:34 a.m., Council Member Meeks recessed to closed session at the Anaheim West Tower.
