Dear Mr. Ramirez:
Willdan Financial Services (“Willdan”) is pleased to submit the following cost proposal to the City of Anaheim (“City”) to provide Assessment Engineering Services for the Anaheim Resort Maintenance District (“ARMD” or “District”).
Willdan’s proposed fees reflect the scope of services outlined in our accompanying Technical Proposal and the level of effort necessary to provide comprehensive annual assessment administration, assessment engineering, database and GIS management, County coordination, and ongoing technical support.
Our current experience supporting the ARMD provides our team with direct familiarity with the District, its assessment information, mapping resources, and the City’s administrative processes, allowing us to efficiently perform the requested services.
This cost proposal shall remain valid and binding for a period of one hundred twenty (120) calendar days following the proposal due date.
As a Vice President / Assistant Director of Willdan Financial Services, I am authorized to bind the firm to the terms of this proposal, as well as the subsequent agreement.

Compensation and Fee Schedule
Annual Assessment Engineering & Administration Services The annual not-to-exceed fee includes the services described under Scopes 1 through 4 of Willdan’s Technical Proposal, including annual assessment administration and project management, assessment information management, assessment engineering and preparation of the Engineer’s Report, and continuing administration and technical support.
It is based on the time we estimate will be spent on average each year. The fees are payable as the work progresses, on a percentage-completion basis, unless another billing format is mutually agreed upon between the City and Willdan. A one-time set up fee of $2,500 will be assessed.

Transition Assistance
Willdan understands the importance of an orderly transition and continuity of services. In accordance with Scope 6 and the terms of the Agreement, Willdan will coordinate with the City and/or successor consultant and transfer applicable assessment databases, GIS files, assessment models, historical records, and other work products at no additional cost to the City.

Notes
▪ The fees identified above do not include direct expenses, such as printing, postage and processing, associated with the mailing of the notices and ballots and/or FAQ Guides. ▪ Mailing of Proposition 218 documentation will be outsourced to a third party if larger than 1,000 parcels. The fee will be provided to the City once a parcel count is available. The estimated cost is $2.00 per parcel. ▪ Telephone conference calls are not considered meetings and are not limited by our proposal. ▪ We will bill the City on percent of the task completion. ▪ Furthermore, the City acknowledges that Willdan shall be relying upon the accuracy and validity of the information provided by the City and its designees, and agrees that Willdan shall not be liable for any inaccuracies contained therein.
▪ The City shall reimburse Willdan for any costs incurred, including without limitation, copying costs, digitizing costs, travel expenses, employee time and attorneys' fees, to respond to the legal process of any agency relating to the City or relating to the project. Reimbursement shall be at Willdan’s rates in effect at the time of such response.
Reimbursable Expenses
Willdan will be reimbursed for out-of-pocket expenses. Examples of reimbursable expenses include, but are not limited to the following: postage, travel expenses, mileage (current prevailing federal rate), maps, electronic data provided from the county and/or other applicable resources, construction cost periodicals, and copying (currently 6¢ per copy).
Any additional expense for reports or from outside services will be billed to the City.
Charges for meeting and consulting with counsel, the City, or other parties regarding services not listed in the scope of work above will be at our then-current hourly rates. In the event that a third party requests any documents, WFS may charge such third party for providing said documents in accordance with WFS’ applicable rate schedule, plus a fifteen percent (15%) mark-up.
