along Acacia Street from La Palma Avenue to Blossom Lane, along La Palma Avenue in front of 2230 and 2238 E. La Palma Avenue, along La Palma Avenue from Lakeview Avenue to Imperial Hwy, along the south side of Frontera Street from Park Vista Street to Via Porto; and with a new multi-use trail on the south side of Santa Ana Canyon Road from Fairmont Boulevard to Eucalyptus Drive. The scope of work includes the construction of 1.23 miles of sidewalk & multi-use trails, as well as construction and reconstruction of new curb and gutter, driveway approaches, ADAcompliant curb ramps, and drainage facilities within these various locations, and all appurtenant work thereto necessary for the proper construction of the proposed improvements in accordance with the Project’s Plans and Specifications.

The bid price is below the engineer’s estimate and reflects the current bidding environment. It appears to be reasonable and is within the available funding. Liquidated damages for this Project shall be $6,700 per day. Construction is scheduled to begin in the 4 th Quarter of 2026 and should
be completed in the 2
nd Quarter of 2027.

This Project supports Anaheim’s Strategic Plan Goal C - Invest in Infrastructure and Amenities, Strategy No. 4 – “Improve, enhance, beautify and maintain major street corridors.” The construction phase of the Project is partially funded with $3,021,000 in Active Transportation Program (ATP) federal and state grant funds.

ENVIRONMENTAL DETERMINATION:

The Project was previously determined to be categorically exempt from the California Environmental Quality Act (CEQA) pursuant to Title 14, Section 15301 of the California Code of Regulations, at the October 6, 2020 City Council meeting and categorically excluded under the National Environmental Policy Act (NEPA), receiving clearance on October 29, 2021.

COMMUNITY WORKFORCE AGREEMENT (CWA):

Federal Funding for this Project requires Project Labor Agreements such as the City’s Community Workforce Agreement (CWA) to be reviewed and approved by the Federal Highway Administration (FHWA) on a project-by-project basis before the requirements of the CWA may be incorporated into the requirements of this Project. Implementation of Project Labor Agreements such as the City’s CWA is a City requirement and is not required by federal law. The City submitted the City’s CWA for FHWA’s review on April 18, 2025, for this specific Project, and despite several follow-up attempts, FHWA has neither reviewed nor approved the use of the CWA for this Project. Due to the federal grant funding deadlines, waiting additional time for FHWA to review the CWA jeopardizes the grant funding; therefore, staff recommends proceeding in accordance with federal regulations and foregoing implementation of the CWA requirements. The exclusion of the CWA will ensure that the federal funding is not jeopardized.
