This project will install RRFBs at twelve high-pedestrian-volume locations, including Danbrook Avenue and Canoga Place, Greenleaf Avenue and Nancita Street, Agate Street and Niobe Avenue, Empire Street and Chalet Avenue, Palm Lane and Palm Way, Palm Lane and Loara Street, Cerritos Avenue and Bayless Street, 9
th Street Midblock, Glenview Midblock, Holbrook Street Midblock, Woodwind Lane Midblock and Stonybrook Drive Midblock. The work includes installation of RRFB systems, signing, pavement markings, electrical improvements, ADA-compliant curb ramp modifications, and all other appurtenant work necessary to complete the improvements.
In September 2022, the Department of Public Works submitted a grant application to the California Department of Transportation (Caltrans) under the Highway Safety Improvement Program (HSIP) for the installation of RRFB and high pedestrian-volume locations. In March 2023, the City was awarded $224,640 to fund a portion of the improvements. The remaining $431,007.08, which includes construction contingency, will be covered by Measure M2 Fair Share funds. The proposed improvements are consistent with the Circulation Element of the City of Anaheim’s General Plan and support ongoing efforts to enhance roadway safety.
The bid price competitively falls under the engineer’s estimate but appears to be reasonable and is within the available funding. Liquidated damages for this project are established at $3,600 per calendar day.
Construction is anticipated to begin in the 2
nd Quarter of 2027 and be completed in the 3rd Quarter of 2027.
This item supports Anaheim’s Strategic Plan Goal A – Maintain Financial Responsibility Strategy No. 1 – Identify potential new funding sources/revenue to increase City revenues to maintain and enhance services, and Strategy No. 2 – Continue proactive pursuit of state and federal grants.
ENVIRONMENTAL DETERMINATION:
In accordance with the California Environmental Quality Act (CEQA) (Public Resources Code Sections 21000–21177) and pursuant to Title 14, Sections 15301 and 15302 of the California Code of Regulations (CCR), the City of Anaheim, as Lead Agency, is required to determine if the Project is exempt from CEQA. Upon review of the CCR, staff recommends that the City Council determine that the Project is Categorically Exempt from CEQA pursuant to Title 14, Section 15301 (Existing Facilities) and Section 15302 (Replacement or Reconstruction). Section 15301 applies to the minor alteration of existing public CEQA Determination and Award of Contract for Installation of Rectangular Rapid Flashing Beacons (RRFBs) at 12 High-Pedestrian-Volume Uncontrolled Crosswalk Locations

facilities involving negligible or no expansion of existing use. Section 15302 applies to the replacement or reconstruction of existing structures and facilities where the new work will be located on the same site and will have substantially the same purpose and capacity. The proposed project consists of the installation and replacement of signing and striping improvements at existing roadways, which qualifies under these exemptions. Following City Council’s determination that the Project is Categorically Exempt from CEQA, the City will file a Notice of Exemption (NOE) with the County Clerk, which will initiate a 35- day statute of limitations for any legal challenges.
COMMUNITY WORKFORCE AGREEMENT (CWA):
This Project is covered as “Project Work” as defined in the Second Amended and Restated CWA the City entered into with the Los Angeles/Orange Counties Building and Construction Trades Council and the Signatory Craft Councils and Local Unions.
IMPACT ON BUDGET:
Sufficient funds are available in the Public Works Department FY 2026/27 Capital Improvement Program budget from Restricted Transportation Funds.
Respectfully submitted,
Rudy Emami
Public Works Director
