ATTACHMENT (Y/N): YES ITEM # 12
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Approve the professional services agreement in the not-to-exceed amount of $2,425,654 with Trifiletti Consulting for the Public Private Partnership (P3) agent and advisory services for the East/West Transit Connector Project, and authorize and direct the Public Works Director, or designee, to execute the Agreement, and take any and all actions necessary, required, and advisable to implement and administer the Agreement; and
2. Increase the Public Works FY 2026/27 Anaheim Tourism Improvement District (ATID) Fund budget by $2,700,000.
DISCUSSION:
In 2010, the City of Anaheim, in collaboration with the Anaheim Orange County Visitor and Convention Bureau (now known as Visit Anaheim) and a consortium of hoteliers formed the Anaheim Tourism Improvement District (ATID) to provide revenues to cover the costs of activities, improvements, services, and programs that will benefit Assessed Facilities and the tourism and convention industry in the City of Anaheim.
Approve a Professional Services Agreement with Trifiletti Consultant for Consulting Services for the Public Private Partnership (P3) Agent and Advisory Services for the East/West Transit Connector Project and increase Public Works FY 2026/2027 Budget October 13, 2026
The ATID placed a two percent (2%) assessment upon Assessed Facilities within the ATID boundaries.
Of the revenues collected from the ATID Assessment, after deduction of the Housing and Administrative allocations, Seventy-Five (75%) of the remaining ATID Assessment Revenues are dedicated to marketing and promoting activities, improvements, services and programs, to market, promote, enhance and sustain the City’s tourism and convention industry.
Twenty-five percent (25%) of the remaining ATID Assessment Revenues are dedicated to transportation activities, improvements, services, and programs within the ATID Boundary.
A three-member ATID Transportation Committee (ATID Committee) identifies funding priorities and approves expenditures. The ATID Committee is made up of representatives from the following entities: 1.) Representative of the City of Anaheim, appointed by the Anaheim City Manager; 2.) Representative from the largest single contributor in the aggregate by brand to the ATID; and 3.) Representative of the hoteliers as recommended by the Visit Anaheim Board of Directors, who shall also be an owner or operator of an Assessed Facility and a member of the Board of Directors of the Anaheim Transportation Network (ATN) and approved by the other two representatives on the ATID Committee.
DISCUSSION:
In late 2025, the ATID Committee directed staff to develop and initiate a request for proposals (RFP) to select a Public Private Partnership (P3) agent and advisor to support P3 initiation and procurement efforts for the East/West Transit Connector Project.
Consistent with this direction, staff posted an RFP on OpenGov in late Spring 2026, specifying the following objectives.
Serve as the City’s agent to develop and implement a P3 approach and procurement for an East/West Transit Connector between the Anaheim Regional Transportation Intermodal Center (ARTIC) and key destinations in the Anaheim Resort (Resort). Conduct outreach efforts to develop consensus on East/West Transit Connector preferences and key performance indicators.
Develop and manage a P3 RFP process for the East/West Transit Connector.
Key tasks in the scope of work included the following:
Providing P3 Program Management & Administration
Stakeholder & Third-Party Coordination
Procurement & Implementation Support
Initial Innovation & Sustainability Expectations
Approve a Professional Services Agreement with Trifiletti Consultant for Consulting Services for the Public Private Partnership (P3) Agent and Advisory Services for the East/West Transit Connector Project and increase Public Works FY 2026/2027 Budget October 13, 2026
At the conclusion of this work program, the consultant developed technical documents will be used to support informed decision making, technical due diligence, development of a final recommended P3 procurement approach for the East/West Transit Connector Project, and initial transition to project implementation, if ultimately approved by the ATID Committee and City Council.
Proposals were due on June 30, 2026, and as of that date five proposals were received. In accordance with City Council Policy No. 4.1, Public Works established a review board, reviewed proposals and rated the proposals for final scoring. The rated proposals are listed below in rank order.
Firm Ranking:
1. Trifiletti Consulting
2. Sperry Capital Inc. and Arup
3. RebelGroup Americas, Inc.
4. Hill International
5. Project Finance Advisory Ltd.
The evaluation criteria included the ability of the consultants to perform the specific tasks outlined in the RFP, qualifications of the specific individuals who will work on the project, amount of time and involvement of key personnel who will be involved in respective portions of the project, reasonableness of the fee requested to do the work, demonstrated record of success by the consultant on work previously performed, and the specific methods and techniques to be employed by the consultant on the project. Presentation and interview evaluations were also conducted for the two highest ranked firms.
The review board concluded that Trifiletti Consulting was the most qualified firm based on the evaluation criteria and is therefore recommended to provide professional services for P3 Agent & Advisory Services for the East/West Transit Connector Project.
This recommendation was presented to the ATID Committee on September 23, 2026, and the ATID Committee concurred, agreeing to fund the project with ATID funds. The ATID funding allocation was $2,700,000, which includes funds for Trifiletti Consulting’s not-to-exceed fee of $2,425,654 as well as staff administration time.
Therefore, staff recommend that the City Council authorize the Finance Director to increase the Public Works FY 2026/2027 budget by $2,700,000 in order to accept the ATID allocation and approve the professional services agreement with Trifiletti Consulting in the amount of $2,425,654.
Upon City Council approval of these recommendations, Public Works staff will work to immediately initiate this work effort. Trifiletti Consulting’s proposed schedule assumes a twentyfour-month project duration, with regular updates being provided to the ATID Committee and City Council, as needed.
IMPACT ON BUDGET:
This action will increase the Public Works Department’s FY 2026/27 ATID Fund budget by $2,700,000.
Approve a Professional Services Agreement with Trifiletti Consultant for Consulting Services for the Public Private Partnership (P3) Agent and Advisory Services for the East/West Transit Connector Project and increase Public Works FY 2026/2027 Budget October 13, 2026
Respectfully submitted,
Rudy Emami
