DATE: OCTOBER 13, 2026
FROM: DEPARTMENT OF PUBLIC WORKS
SUBJECT: AGREEMENT WITH WILLDAN FINANCIAL SERVICES
FOR ASSESSMENT ADMINISTRATION SERVICES FOR THE
ANAHEIM RESORT MAINTENANCE DISTRICT
ATTACHMENT (Y/N): YES ITEM # 13
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:
That the City Council, by Motion:
1. Approve an Agreement (“Agreement”) between the City of Anaheim (“City”) and Willdan Financial Services (“Consultant”), to provide Assessment Engineer Services for the Anaheim Resort Maintenance District ("District") for a two-year period, with two optional two-year extensions, for a total not to exceed the amount of $209,428; and
2. Authorize the Director of Public Works or designee, on behalf of the City, to execute the Agreement and any related documents; and to take such actions as are necessary to implement and administer the Agreement, including any extensions.
DISCUSSION:
The Anaheim Resort Maintenance District was formed July 1, 1999, by action of the City Council and based upon a vote to do so by the property owners in the area known as the Anaheim Resort. The property owners in the Anaheim Resort voted to levy an assessment upon themselves to ensure the long-term quality of maintenance, repair, and replacement of Anaheim Resort area public improvements, as well as the presentation of festive elements consistent with the operation of a truly unique and outstanding destination area.
The Department of Public Works is recommending that the City Council approve the Agreement to provide professional consulting services (“Services”) to serve as the City's Assessment Engineer and provide the professional services necessary to administer the District's annual assessment program in accordance with the Landscaping and Lighting Act of 1972, Article XIII D of the California Constitution, the City's adopted assessment methodology, applicable resolutions, and all other applicable federal, state, and local laws.
The citywide services to be provided under this Agreement include the following key project elements: Annual Assessment administration and project management, assessment information management, GIS management, assessment engineering and engineer’s report preparation, technical support and ongoing administration, and other various optional professional services.
Agreement with Willdan Financial Services for Assessment Administration Services for the Anaheim Resort Maintenance District October 13, 2026
On August 5, 2026, a Request for Proposals (RFP) to firms specializing in this scope of work was publicly posted on OpenGov, the city’s online bidding platform. Three professional firms submitted proposals by the due date of August 25, 2026.
The Department of Public Works established a review board that conducted a detailed qualifications-based evaluation of the proposals and ranked them as follows:

2. NBS Government Finance Group
3. Webb Municipal Finance, LLC
Willdan Financial Services was successful in satisfying the City’s requirements of the RFP. The Consultant provided a detailed proposal, a work plan to meet the schedule requirements, a qualified and experienced team, and conformed to the requirements detailed in the RFP.
The Agreement provides up to $26,988 for services during the first year and up to $24,488 for each following year, including up to four renewal years. The Agreement also provides an annual allowance of up to $10,000 for approved extra work such as annexations or modifications of the District as approved by the city. The total amount paid over the full agreement term, including renewals and extra work, will not exceed $209,428.
