CITY COUNCIL AGENDA REPORT
City of Anaheim

FINANCE DEPARTMENT
DATE: OCTOBER 13, 2026
FROM: FINANCE DEPARTMENT
SUBJECT: AWARD MASTER AGREEMENT PURCHASE ORDER MA NO.
106-499322 WITH BOUND TREE MEDICAL, LLC FOR ASNEEDED MEDICAL SUPPLIES FOR ANAHEIM FIRE & RESCUE
ATTACHMENT (Y/N): YES ITEM # 05
GOVERNMENT CODE § 84308 APPLIES: NO
RECOMMENDATION:

That the City Council, by Motion:

1. Award Master Agreement Purchase Order 106-499322 to Bound Tree Medical, LLC for the as-needed purchase of medical supplies with a term ending May 31, 2027, in an amount not-to-exceed $385,000 for Anaheim Fire & Rescue, with two optional one-year term extensions [subject to renewal options exercised by cooperative agreement between Buy Board and Bound Tree Medical, LLC, annual contract amounts for the renewal periods will be based on prior-year usage and are subject to available budget appropriations]; and

2. Authorize the Purchasing Agent, or their designee, to execute all necessary contractual documents and exercise renewal options in accordance with the terms of Buy Board Cooperative Agreement #804-26.

DISCUSSION:

Anaheim Fire & Rescue responds to more than 45,000 calls for service each year, approximately 35,000 of which are medical aid calls. On each of these calls for service, paramedics and emergency medical technicians use single-use supplies to assess, treat, and stabilize patients, including airway management and advanced life support products, IV supplies, bleeding control, and immobilization equipment. Because usage varies from patient to patient, these supplies must be restocked continuously so crews remain in service and ready for the next incident.

The Department carries medical supplies on thirty front-line apparatuses, seven wildland apparatuses, and one tactical medical unit. As host to high-attendance sporting, entertainment, and community events, the City also maintains six special event medic kits for paramedic coverage. Each unit must be stocked to the minimum standard inventory set by Orange County Emergency Medical Services [Policy #325.00], and Award Master Agreement Purchase Order with Bound Tree Medical, LLC for Medical Supplies October 13, 2026

demand fluctuates with call volume and extended incidents. The Department also maintains its own warehouse supply for restocking and to support large-scale emergencies such as mass casualty incidents, wildfires, or mutual aid deployments. Supply chain disruptions have shown the importance of having a vendor that can fill orders reliably and quickly. Bound Tree Medical, LLC was selected based on its ability to supply the full OCEMS-required inventory, order fill rate, delivery turnaround, and pricing.

The not-to-exceed amount is based on anticipated usage by Anaheim Fire & Rescue and allows the department flexibility in responding to demand without disruption. There is no minimum purchase requirement, and purchases will be made as needed. Future MAs will be based on the spending amount of the prior fiscal year.

A cooperative contract will be utilized for this procurement as authorized by Council Policy 4.0 (Purchasing Procedures). Leveraging cooperative contracts allows municipalities to maximize resources, enhance service delivery, and benefit from the collective purchasing power of multiple public agencies. Using a cooperative agreement also streamlines the procurement process by relying on a competitively awarded contract, significantly reducing staff time and accelerating contract implementation.

IMPACT ON BUDGET:

Sufficient funds are available in the Fire & Rescue Department’s Fiscal Year 2026/27 budget.

Respectfully submitted, Concurred by,
Ed Segura Patrick Russell
Purchasing Agent Fire Chief
