DATE: OCTOBER 13, 2026
FROM: FINANCE DEPARTMENT

ANALYTICS SOFTWARE AND LOS ANGELES REGIONAL

INFORMATION CLEARINGHOUSE (LA CLEAR) FEES FOR

USE OF ELECTRONIC SURVEILLANCE SERVICES
ATTACHMENT (Y/N): YES ITEM # 09
GOVERNMENT CODE § 84308 APPLIES: YES
RECOMMENDATION:

That the City Council, by Motion:

1. Waive Council Policy 4.0 and authorize the Purchasing Agent to issue Purchase Order #309-409158 to Gladiator Forensics, LLC, in the amount of $254,800, plus applicable tax, for the purchase of cell phone database analytics software, license fees for three years including onsite training, and Los Angeles Regional Information Clearinghouse (LA CLEAR) annual fees for three years for use of cell phone data analysis and analytics services, for the Anaheim Police Department; and

2. Increase the Anaheim Police Department’s Fiscal Year 2026/27 budget by $234,547, to cover the purchase cost of the cell phone site simulator, licensing, maintenance, warranty, support, and training; and

3. Approve the Memorandum of Agreement with LA CLEAR, with an initial license fee of $30,000 and an annual access fee of $6,325, for use of electronic surveillance services, for a five year term, and authorize the Chief of Police, or designee, to execute and administer the Agreement.

DISCUSSION:

The Anaheim Police Department (APD) currently faces substantial limitations in its ability to collect, analyze, and map cell phone data due to inadequate technology, fragmented systems, insufficient user licensing, and a lack of transcription capabilities.

These limitations stem from our reliance on a disjointed suite of legacy tools, where each platform operates independently, lacks seamless integration, and requires distinct training and access protocols.

Gladiator Forensics offers an integrated, robust, and technologically advanced solution that will unify our investigative tools, provide real-time information to officers in the field, and significantly reduce the manual effort currently required for report generation. This system is a secure, cloud-based platform designed specifically for law enforcement agencies. It integrates multiple functions, including cell phone data collection, call detail record (CDR) mapping, mobile GPS location tracking, transcription, and authorized communications management into a single user-friendly environment. By streamlining these essential investigative capabilities, the platform reduces reliance on separate tools and simplifies the workflow for public safety personnel, supporting efficient and lawful investigations.

Given the inherent limitations of our current siloed systems and the demonstrated comprehensive capabilities of Gladiator Forensics, there is a need for the department to upgrade its wireless collection and analysis capabilities. The acquisition and implementation of the Gladiator Forensics platform will replace several of the current systems in use.

Per Council Policy 4.0 (5), this purchase requires City Council approval to waive the sealed bid requirement for purchases over $50,000. The Purchasing Agent is requesting approval to waive this requirement for the current procurement, as Gladiator Forensics, LLC is the sole manufacturer and distributor of this proprietary technology. No comparable products are available that provide the same functionality.

This purchase also includes annual fees for use of Los Angeles Regional Information Clearinghouse (LA CLEAR) electronic surveillance services, as outlined in the Memorandum of Agreement (MOA) with LA CLEAR. LA CLEAR provides comprehensive, state-of-the-art intelligence and investigative support services to law enforcement agencies across Southern California. These services include technical surveillance assistance, system provisioning, system configuration, and ongoing operational support through personnel from their Technical Surveillance Unit (TSU). LA CLEAR is a tactical and strategic intelligence operation that does not conduct independent investigations but rather supports partner agencies in criminal investigations by supplying infrastructure and technological capacity that is otherwise unavailable to individual agencies under a single system environment.

The MOA provides APD with direct access to LA CLEAR’s Electronic Surveillance Hosting Agency services, which provides access to any authorized collection platforms, including Gladiator Forensics Sentinel system and any future comparable system. These systems provide investigators with tools to access and review communications and location information, such as telephone records and device data, as part of authorized investigations, in accordance with all applicable legal requirements. This access is essential for maintaining the Department’s investigative capability in complex and technology-driven criminal investigations. LA CLEAR may only store any collected data, digital or otherwise, in accordance with the agreement.

Under the terms of the MOA, APD is responsible for purchasing the licenses and paying maintenance fees and additional costs to the relevant collection platform (currently Gladiator Forensics) for use on LA CLEAR’s computers, servers, and network hardware. The MOA establishes a tiered cost structure for licensing based on the number of licenses. APD will have 30+ licenses, and the initial LA Clear license fee will be $30,000. will pay an annual fee of $6,325, which is equal to five percent of its first-year Gladiator software licensing cost, for LA CLEAR services. This fee supports LA CLEAR’s ongoing operational costs, including electricity, data bandwidth on LA CLEAR’s internet service provider, cooling for LA CLEAR’s server room, and other professional services related to running and maintain the collection system, as well as maintenance and system upgrades.

Because LA CLEAR does not have a mechanism to collect these fees directly, the MOA specifies that Gladiator Forensics will collect these fees on LA CLEAR’s behalf under APD’s proposed agreement with Gladiator Forensics.

The MOA has a term of five years, with options for either party to terminate the agreement with thirty days’ written notice.

IMPACT ON BUDGET:

The Police Department’s FY 2026/27 budget will be increased. Funding for this purchase is provided by the California Board of State and Community Corrections’ Organized Retail Theft grant and the County of Orange’s 2011 Public Safety Realignment (AB 109) program.

Respectfully submitted, Concurred by,
Ed Segura Manny Cid
Purchasing Agent Chief of Police
