RECOMMENDATION:
That the City Council, by Motion:
1. Award Contract Master Agreement (MA) No. 106‑499299 to Major League Infields, Inc. (MLI) to provide as‑needed athletic field maintenance services in a first-year not-to-exceed amount of $215,912, with up to four one-year optional renewals, for a total cumulative not-to-exceed amount of $1,079,560, plus annual renewal increases limited to the change in the applicable Consumer Price Index (CPI); and
2. Authorize the Purchasing Agent, or their designee, to execute all necessary contractual documents and to exercise the renewal options, at the request of the Community Services Department, in accordance with Invitation for Bids (IFB)# 26-27-02.
DISCUSSION:
Purchasing solicited bids through the City’s bid portal. Electronic bids were received on July 31, 2026, from the following vendor:

Community Services needs an as-needed athletic field maintenance agreement to ensure that specialized field preparation, repair, and renovation tasks are performed only when called for by field conditions and program schedules. This provides the City with operational control, promotes consistency with established maintenance standards, and ensures resources are used efficiently across multiple facilities. the City’s commitment to keeping safe, high-quality athletic fields while managing costs responsibly.
The term of the agreement will be for a one‑year base period, with the City having the option to renew annually for up to four additional one-year periods. Unit pricing is fixed for the initial one-year base period. Pricing for any renewal periods shall be negotiated annually, with increases not to exceed the change in the Consumer Price Index (CPI) for the Los Angeles–Long Beach–Anaheim, CA area for the most recent available month period.
IMPACT ON BUDGET:
Sufficient funds are available in the Community Services Department’s Fiscal Year 2026/27 budget. Future year renewals will be subject to Council’s approval of budget appropriations.
