RECOMMENDATION:
That the City Council, by Motion:
1. Award Contract Master Agreement (MA) No. 106‑499302 to All American Lock Corporation to provide as‑needed door repair and maintenance services:
roll-up and automatic at the Anaheim Convention Center (ACC) for a term of one year with the option to renew for up to four additional one-year periods, for a not-to-exceed amount of $201,012.50 for the initial one-year base period [renewal terms annual not-to-exceed amounts to be adjusted by any change in the applicable Consumer Price Index (CPI)]; and
2. Authorize the Purchasing Agent, or their designee, to execute all necessary contractual documents and to exercise the renewal options, at the request of the Convention, Sports, and Entertainment Department, in accordance with Invitation for Bids (IFB) #9895
DISCUSSION:
Purchasing solicited bids through the City’s bid portal. Two bids were found to be nonresponsive due to failure to meet requirements of the bid documents. Therefore, Purchasing is recommending award to All American Lock Corporation as the lowest responsive and responsible bidder.

The Anaheim Convention Center (ACC) hosts well over 100 events annually, including several major events, such as D23 Fan Expo, VidCon, and Natural Products, which attract thousands of attendees and require doors to operate at peak performance to ensure safe and efficient attendee movement and security of the facility. The doors at the ACC occasionally need to be repaired and serviced by an outside vendor due to the large volume of activity and the need for specialized parts and knowledge that are above and beyond what Staff are able to obtain and complete themselves.
The term of the agreement will be for a one‑year base period, with the City having the option to renew annually for up to four additional one-year periods. Unit pricing is fixed for the initial one-year base period. Pricing for any renewal periods shall be negotiated annually, with increases not to exceed the change in the Consumer Price Index (CPI) for the Los Angeles–Long Beach–Anaheim, CA areas for the most recent available month period.
IMPACT ON BUDGET:
Sufficient funds are available in the Convention Center’s Fiscal Year 2026/27 budget. Future year renewals will be subject to Council’s approval of budget appropriations.
