Modification of our Criminal Justice Student Sponsorship Program (CJSSP) to a fulltime paid Police Recruit Program. !RECOMMENDATION
The Chief of Police recommends that the City Council:

Approve a modification from our Criminal Justice Student Sponsorship Program (CJSSP) to a full-time paid Police Recruit Program for all current and new police candidates hired by the Anderson Police Department to attend a POST approved police academy.

I FISCAL IMPACT
There would be no added cost to the City of Anderson. The change is that a CJSSP officer does not become a paid employee until completion of the academy. Under this new position as a full-time paid Police Recruit, the recruit would be paid while attending the academy. There is no added cost because the police recruit would only be hired to fill a current open police officer position.

ITEM 8.8a PAGE1 4/5/2022
I DISCUSSION and BACKGROUND
In 2015, to meet the future employment needs of the Anderson Police Department, the City of Anderson implemented a new sponsorship program for police officer candidates: Criminal Justice Student Sponsorship Program (CJSSP). This program was passed unanimously by the council. The sponsorship program obligates students to sign a contract with the City of Anderson. Over the last few years, it has remained challenging to recruit and entice potential sponsorship candidates to apply with our agency. It is difficult in every field, but the competitive nature oflaw enforcement agencies has made this even more difficult. In 2019, the Council voted to raise the rate for the CJSSP by $3,500 to help recruitment and try to remain competitive with outside agencies.

Recruitment and selection have grown to become even more difficult in the law enforcement profession. Merely finding someone who can pass a background investigation is a difficult task.

The salaries and signing bonuses offered by competing agencies, both local and out of the area, make our task of recruiting even more difficult. To stay competitive with comparable law enforcement agencies in recruiting police officer candidates, I propose that the Anderson Police Department move to a complete sponsorship program. Cost of living, relocation, temporary loss of income, and other general expenses are just some of the hurdles current sponsorship students face in transitioning to this career.

To remain competitive and consistent with the standard practice in the law enforcement field, I feel the Anderson Police Department should move to full sponsorship of our new officers to attend the POST police academy. The Anderson Police Department would hire a new police recruit and pay them an hourly wage while attending the POST police academy. The change would be that the new police recruit would receive an hourly wage and become a city employee approximately five months and three weeks earlier. The police recruit would only be hired to fill a current vacancy for approved staffing levels. There is no addition to the current staffing levels. Based on the fact the recruit would be a city employee, they would receive health insurance and all other benefits that a current City of Anderson employee receives. The recruit would also receive a monthly stipend for food and lodging while attending the POST academy ($1,800 per month).

Our current CJSSP program offers a signing bonus, covers all expenses related to the academy (registration, uniforms, ammunition, etc.), and pays out stipends every six weeks as the student successfully progress through the academy. The new Police Recruit Sponsorship Program would still pay for all these expenses but exclude the signing bonus and periodic stipends. In addition to this current cost, the added costs would be the hourly wage (15% below bottom step officer), benefits, and the monthly stipend.

Entering the CJSSP program is a temporary financial struggle; however, it has become challenging to survive on the current stipends the CJSSP program offers. We have recently had CJSSP applicants with families who cannot survive on the current CJSSP program alone. We have lost multiple qualified applicants because we do not fully sponsor police recruits to attend the POST police academy. In the past, we have seen that some of these applicants are individuals who are willing to make the sacrifice and struggle and are mature enough to see the long~term reward. I now believe this struggle has become too burdensome and is no longer reasonable. To remain competitive and treat our future law enforcement officers fair, I feel it would greatly benefit our future officers and the City of Anderson to switch to a fully paid police recruit program.

Upgrade/Purchase of Anderson Police Department Radio System !RECOMMENDATION
The Chief of Police recommends that the City Council:

Authorize the City Manager to approve the purchase of mobile and portable radios to comply with DOJ mandates, improve interoperability amongst local emergency services partners, and provide better officer safety for our field personnel.

J FISCAL IMPACT
There would be an approximately $408,024.52 cost to purchase the necessary mobile and portable radios capable of complying with the DOJ digital encryption mandate. This costs also includes an upgrade to our existing radios that are capable of being brought into compliance. Additional costs will be needed for programming and installation of the radios, as well as an annual service fee for Next model portable radios. We are working with Day Wireless to determine the fees required for the programming and installation. The Next model radio service will require an approximate $179.40 fee per portable radio per year.

I DISCUSSION and BACKGROUND
In October of 2020 the California Department of Justice notified every law enforcement agency in the state of a policy update that mandates the transmission of sensitive personally identifiable information (PII) to be encrypted. The purpose of the mandate is to protect the privacy and identity of any person whose information is broadcast over a police radio frequently. The encryption requirement is to not only prevent potential identity theft but to also give privacy to victims of crime.

The Anderson Police Department evaluated our current radio infrastructure, including our mobile and portable radios, as well as our department's radio repeater, to determine if we could comply with the DOJ mandate. In short, we do not currently have the infrastructure required to comply with the mandate.

Our agency currently operates off a single VHF radio channel for dispatching and day to day operations. The tower is near the city on a nearby hill and consists of a mixed mode repeater.

The repeater allows for portable and mobile transmissions to be rebroadcasted across a greater area so that our radios have an extended range of service area. The repeater allows for acceptable radio coverage in the greater Anderson area, south Redding area, and areas to the east of the city. However, the repeater has poor coverage in the Happy Valley, Cottonwood, and North Redding areas. Our current repeater is functioning in an analog service mode but is capable of being upgraded to digital encryption without having to purchase an entirely new system.

The Anderson Police Department currently operates several different versions of mobile and portable radios, as we have begun to upgrade radios as funding from grants has allowed.

Currently we have fifteen mobile radios that will need to be completely replaced to comply with the DOJ encryption mandate. The fifteen radios also do not currently have the ability to work in the 800Mhz spectrum, preventing our officers from communicating with the Redding Police Department in the event of a mutual aid request. We have six mobile radios that are capable of being upgraded to comply with the encryption mandate and have a dual band (VHF /800) capability for inter-agency operation with the Redding Police Department.

The majority of the Anderson Police Department's field personnel are using a single band MT1500 portable radio that was manufactured in the early 2000s. This portable radio is only capable of operating in an analog capacity, is no longer serviceable or repairable by Motorola, and does not have an Officer Down alert button functionality.

The Anderson Police Department currently has eight portable radios that are upgradeable digital encryption operation. These eight portables also have the dual band function for interoperability with the Redding Police Department. It would be our intent to use these radios for our Community Service Officers, Cadets, and Volunteers, if we were to move forward with this radio project.

The existing radio purchase quote calls for the purchase of the Motorola Next model portable radio. This radio is the currently "flagship" radio of Motorola and has the most updated technology of its class at this time, including digital encryption to comply with the DOJ mandate. The Next model radio operates on all radio bands, including VHF /UHF /800, allowing interoperability between all Northern California Emergency Service agencies. The radio also ITEM 8.8c PAGE2 4/5/2022
operated in an LTE band, using cellular data to transmit and receive radio communications.

This will allow our field personnel to switch to L TE mode and use their radio in locations that our radio repeater can not reach. The L TE function of the radio would even allow for the radio to be used in Los Angeles, but still be able to transmit and receive as if it was local. This is a significant asset for command staff who may be out of the area, but can now still be apprised of developments of emergency situations in real time. This also solves our repeater coverage area in communities we frequently assist the Sheriffs Office in, including Happy Valley and Cottonwood.

The Next Model radio also allows for the GPS tracking of the officers by dispatchers and field supervisors. This feature will allow for the enhanced ability of identifying officer positions for a perimeter while trying to apprehend an offender or identifying an officers exact location when they call for help. Additionally, the Officer Down alert function will be functional, allowing officers to press a single button to signal to the dispatcher that they need assistance.

The Next Model radio is controlled through a central "hub", which will be housed at SHASCOM dispatch. The hub is being purchased by the Redding Police Department for their radio project and will have sufficient capacity to allow our system to be managed on the same hub.

Additional costs, if any, for space on the hub will need to be determined by department heads.

The hub will allow for the creation of an LTE based back up channel. Currently the Anderson Police Department does not have a backup repeater in the event of a disaster or equipment failure of our existing infrastructure.

In conclusion, by moving forward with this radio project, the Anderson Police Department will have a system capable of complying with the DOJ encryption mandate, we will have improved interoperability with outside agencies, our command staff will be able to better supervise and stay abreast of ongoing critical incidents no matter where they are located, and our officer's safety will be greatly improved.
